 일본도 '베이징 2022 동계 올림픽에 정부관료들을 파견하지 않을것이다'라고 결정을 했다.  이는 미국을 비롯한 서방세계, 즉 영국, 호주, 뉴질랜드, 방글라데쉬가 외교관 파견을 하지 않을것이라는데 뜻을 같이 한 것이다.  이들 나라들은 QUAD 회원국들이 대부분이다. 우리한국은 QUAD 협약에 조인하지 않았다.

 Japan정부는 고위관료나 행정부의 장관들을 오는 2월에 개최되는 Beijing동계올림픽에 보내지 않을것이라고 발표했다. 그러나 외교적 보이콧트라는 명칭을 사용하지는 않았다. 일본정부는 "인권존중은 매우 중요한 사항"임을 생활화 하고 있다"라고 내각총비서,  Hirokazu Matsuno씨가 기자회견에서 발표했는데, "우리는 폭넓게 생각하고 결정을 내린것이다"라고 부연 설명을 했다.

도쿄올림픽의 최고 책임자,  Seiko Hashimoto와 일본올림픽위원회 회장,  Yasuhiro Yamashita씨, 일본장애인 올림픽위원장 Kazuyuki Mori씨는 베이징 올림픽에 참석하게 된다고,  Matsuno씨는 추가 설명을 해주었다.

일본수상,  Fumio Kishida씨는 이번달초에 베이징 동계 올림픽에 참석할 계획이 없다고 밟혔었다.    Kishida수상은 집권당으로 부터 중국에 대한 강력한 제재조치를 취하라는 압력을 받아왔었다.  올림픽 참석같은 매우 예민한 이슈에 대해서는 동맹국 미국과 함께 해야 하지만, 다른 한편으로는 중국을 비롯한 아시아의 이웃나라들과 경제적으로 깊은 관계가 얽혀 있다.

그런에 우리나라의 문재인 대통령은 아직까지도 아무런 결정을 하지 않은것으로 봐서, 중국의 눈치를 보느라, 미국을 비롯한 서방동맹국들과의 협조및 동조에 가담하지 않은것 같은 조치를 취할것으로 보여,  미국을 비롯한 동맹국들과의 관계에서 외톨이 신세가 될것같아 염려가 된다.  현재 미국의 Pfizer사가 최근 개발한 먹는 Covid19캘슐을 도입할려고 하는 중차대한 상황에서 처신을 잘해야 하는데..... 보도에 의하면 약40만정의 캡슐 도입을 추진중이라고 하는데, 중간 보고에 따르면 쉽게 풀리지 않을것 같다.  왜일까? 

베이징 올림픽게임은 그동안 중국내에서 일어나고 있는 "인권유린' 이슈로 보이콧을 요구하는 측과 인권운동가들로 부터 지난 수개월동안에 많은 의견 충돌이 많았었다. 특히 중국의 남서부지역의 Xinjiang 거주하는 Uyghurs회교도의 인권유린이 큰 관건이 됐었다.    

전세계의  외국정부,  의회의원들,  소수민족들, 그리고 수많은 인권단체들이  Uyghurs지역에서 중국정부의 학살에 일어나고 있음을 선언하면서 전세계적으로 이슈화 된것이다.

현재까지  영국,  캐나다,  호주가 미국의 올림픽 보이콧 정책에 동조하고 있는데, 그뜻은 올림픽에 선수들은 출전 시키지만, 정대대표단을 보내지 않을 것이라는 의미다.  미국은 이번 올림픽에 정부관료들을 파견하지 않는것은 중국의  Xinjiang에서  무자비한 주민학살과 인권유린이 발생하고 있는데 항의 하는 뜻으로 해석된다.

중국은 미국을 비롯한 서방세계의 보이콧을 강하게 비난했는데, 정치와 스포츠는 별개의 문제라고 항의하고 있다.  올림픽에 참석하는 많은 나라들은 올림픽의 화합정신에 어긋나는 짖이라고 투정이다.  이번달 초에 발표한 성명서에서 중국은 바이든 정부에 보복할것이며, 이러한 행동은 양국의 관계에 많은 악영향을 줄것임을 경고하고 있다.

앞서 언급했지만,  나라의 경제도 중요하지만, 자유민주주의 대한민국으로 존재하기위해서는 서방세계와 동조를 해야 하는데, 좌파 문재인 정부는 자유를 염원하는 국민들의 뜻과는 반대방향으로 항상 국제무대에서 행동을 취해, 외교왕따를 당해온지가 벌써 5년이 다 되간다.  답답해.

Tokyo (CNN)Japan will not send any senior officials or Cabinet ministers to the Beijing Winter Olympics in February, the government said Friday -- but stopped short of calling the decision a diplomatic boycott.

Japan "believes that respect for human rights is important," Chief Cabinet Secretary Hirokazu Matsuno said at a news conference. "We made a decision comprehensively."

Tokyo Olympics Chief Seiko Hashimoto, Japanese Olympic Committee President Yasuhiro Yamashita, and Japan Paralympic Chief Kazuyuki Mori will still attend the event, Matsuno added.

Japanese Prime Minister Fumio Kishida said earlier this month he does not plan to attend the Games. Kishida has faced rising pressure within his ruling party to take a tougher stance on China, according to local media -- a delicate issue for Japan, which is a close partner of the United States but also has strong economic ties to its Asian neighbor.

The Beijing Games have been shrouded in controversy for months, with activists and critics calling for boycotts over concerns of human rights abuses in China -- particularly against predominantly Muslim Uyghurs in the western region of Xinjiang.

A number of foreign governments, lawmakers, independent tribunals, and humanitarian groups have declared China's treatment of Uyghurs a genocide.

So far, Britain, Canada and Australia have followed the US in announcing diplomatic boycotts -- meaning they will not send any official delegation, though their athletes will still compete. The US said its boycott was due to China's "egregious human rights abuses and atrocities in Xinjiang."

China has strongly criticized the boycotts, arguing politics and sports should remain separate, and that participating countries are contradicting the Olympic spirit of unity. In a statement earlier this month, Beijing threatened the Biden administration with retaliation, warning the move could harm bilateral relations.
