북괴의 극초음속 이사일 발사에 드디어 미국의 정치권이 발동을 걸었다. 지난해 신규 대북 재제를 단 한차례밖에 하지 않았던 바이든 행정부가 12일 재무부와 국무부 합동으로 미사일제작에 부품등을 공급한 개인 7명과 단체 1곳에 봉쇄명령을 내린것이다. 이번 봉쇄령은 북괴가 지난주에 새로운미사일실험을 실시한후 취해진 조치인 것이다.
"오늘 미국이 취한 봉쇄조치는 북한의 대량살상무기와 탄도미사일 프로그람에 맞서기위한 노력의 일환으로, 북한이 해외에서 불법으로 활동하면서 불법무기제조에 필요한 부품들을 조달하는 개인들의 행위를 막기위한 것이다"라고 테러와 금융정보를 담당하는 미재무부차관, Brian E. Nelson씨가 발표한 것이다. "최근 계속되는 불법 미사일 발사는, 국제사회가 외교적으로 또는 비핵화를 요구하고있는데도, 계속하고 있다는 증거다"라고 재무차관은 설명이다.
북한의 미사일 시험발사에 대한 평가는 화요일 현재에지 진행중이고, 미국관리 3명은 이번 발사는 놀랄정도의 능력을 보여준것이라고 CNN과 통화에서 밝히고 있지만, 다른 2명은 크게 놀란정도는 아니다라고 축소발언을 하기도했다. 한국의 합참은 지난주에 평양당국이 시험발사했던것 보다 성능이 많이 향상된 미사일 발사로 마하 10 이상의 속도를 넘은것으로 설명했다.
이번주에 발사된 미사일은, 미국과 북한사이에 진행돼왔었던 외교적 협상이 1년이상 답보상태에 있는 상황에서 일어난 것이다. 협상을 하기위해 바이든 정부는 북한과 여러번 접촉을 시도했지만 여전히 응답이 없는 상태이다.
미국무성 대변인의 설명에 따르면 최근 북한이 미사일을 쏘아 대는와중에도 바이든 행정부의 대북정책은 변동이 없이 그대로 이어갈것이라고 발표했다. 미정부당국은 한반도에서 평화를 이룩하는 가장 좋은 방법은 여전히 대화를 통해서 해결하는게 가장 효과적인 방법으로 믿고 있다라고 설명한다. (주: 미국이 이같이 대화로 풀겠다는 속내를 내비치기에 북한이 이를 악용하는 것으로 나는 생각한다).
화요일 중국과의 국경지역에 있는 자강도에서 발사된 미사일의 궤적은 동해상으로 날아가 한반도와 일본해상의 공해상까지 날았는데, 약 700킬로미터 날았고, 고도는 약 60키로정도 였다는 발표가 한국에서 나왔다.
다음날인 수요일 북한은 발표하기를, 극초음속 미사일을 성공적으로 발사했다고 북한 미디아가 보도했는데, 김정은 독재정부가 들어선 이후 이러한 극초음속 발사는 3번째인것이다. 이번 발사은 김정은이 직접 참관 했다고한다.
개량된 미사일의 발사에도 불구하고 미국은 3월초에 있는 한국의 대선전에는 다른 차선책을 북괴에 제시할 계획은 없다고 확인했다.
미국정부 관리들은 북한은 현재 오직 2가지 생각에만 몰두하고 있다. 그것은 코로나 바이러스 펜데믹 확산방지와 개량된 살상무기 체계를 갖추는것뿐이다라고.

이런데도 더불당 찌라시들과 이재명 후보는 윤석열 후보의 킬체인 정책을 필요시 사용해야 한다는 주장에 "어린아이같은 소리"라고 맹렬히 비난만하고, 남한에 대한 북한의 최첨단 미사일 발사를 방어할 대책은 오직 "김정은 위원장님! 우리 남한에는 제발 쏘지 마시고 정말로 당기고 싶다면 일본에 조준하세요"라는 냄새를 풍기는 엿같은 소리만 지껄이고 있고, 이런데도 좌파 주사파의 수장 문재인은 "종전선언"만을 짝사랑식으로 외쳐쳐대고 있다. 한국의여당과 정부의 현실을 개탄하지 않을수 없다.
"Today's actions, part of the United States' ongoing efforts to counter (North Korea's) weapons of mass destruction and ballistic missile programs, target its continued use of overseas representatives to illegally procure goods for weapons," Under Secretary of the Treasury for Terrorism and Financial Intelligence Brian E. Nelson said in a statement.
North Korea's "latest missile launches are further evidence that it continues to advance prohibited programs despite the international community's calls for diplomacy and denuclearization," he added.
Secretary of State Antony Blinken said in a statement later Wednesday that in addition to the individuals and entities that the Treasury Department had imposed sanctions on, his department was placing sanctions on "one (North Korean) individual, one Russian individual, and one Russian entity that have engaged in activities or transactions that have materially contributed to the proliferation of (weapons of mass destruction) or their means of delivery by (North Korea)."
A full assessment of the missile test by
North Korea on Tuesday local time continues to be made. Three US officials told CNN that it demonstrated some surprising capabilities, although two other US officials said they were not surprised by the development. Those two officials cited North Korea's statement that it was working on new advanced weapons for war fighting earlier this month and launched its first hypersonic missile test last year.
Meanwhile, South Korea's Joint Chiefs of Staff
said Tuesday's test was more advanced than the missile Pyongyang tested last week, reaching a velocity of more than 10 times the speed of sound.
One US administration official said the current assessment is the missile most likely released a glide vehicle, but it's not clear how successful it was. A maneuverable glide vehicle is when the front end of the missile detaches and can maneuver and change course.
Multiple officials also cautioned that analysis remains ongoing, with one adding that it is not clear if the capabilities demonstrated in the test are immediately relevant to North Korea's operational military capacity.
Tuesday's projectile was launched from Jangang province, near the border with China, and landed in the ocean between the Korean Peninsula and
Japan, its flight covering a distance of more than 700 kilometers (435 miles) and reaching a height of 60 kilometers (37 miles), according to South Korea.
North Korea said Wednesday that it had successfully test-fired a hypersonic missile, according to its state media, making it the third alleged test of such a weapon by the
Kim Jong Un regime. Kim attended the launch, state media reported.
Despite the advanced launch, the Biden administration does not plan to reach out to North Korea in a substantive way before South Korean elections in March, administration officials said.
The weapons test this week comes as diplomacy between the US and North Korea has been halted for more than a year. Though the Biden administration has tried to reach out to North Korea a handful of times, there has been no real response.
State Department spokesman Ned Price told reporters on Wednesday that the Biden administration's policy toward North Korea remains "unchanged" in the face of the recent missile launches. The administration still believes that the "only effective" way to bring about peace on the Korean Peninsula is through dialogue, he said.
US officials have watched, and quietly supported, as South Korea has tried to engage North Korea in many ways over the last year. But South Koreans do not think there is a high chance of diplomacy before the elections, and Biden administration officials agree.
Administration officials believe that North Korea is now solely focused on two things: the coronavirus pandemic and advancing its weapons systems, the officials said.
