바이든 대통령, 한국군 550,000명에 백신접종 시키겠다라고 공동기자회견에서 발표했다. 내생각으로는 엄밀히 따지면, 정확히 한국군에게 접종하겠다면, 표현을 왜 굳이, South Korean Service Members라고 표현 했을까? 우리 한국에는 주한미군 약 3만명이 주둔해 있다. 미군들을 돕기위해 일하는 민간인들도 많다. 그래서 의문이 가는것은 접종 대상자는 정확히 어디까지인가?다.
미안한 얘기지만, 이번 한미정상회담은, 외형적으로는 아주 훌륭(?)한 만남으로 기록될수 있을지는 몰라도 속내용을 자세히 들여다 보면, 실질적으로 우리가 얻은것은 눈꼽만큼도 없었다고 이해했다. 바이든 대통령의 전직 상관이었던 오바마 대통령때에 사용했었던 "미사여구"를 그대로 재탕한 것 같다는 생각뿐이었다.
바이든 대통령은 주한미군병력( American Forces)과 수시로 접촉하는 한국군 550,000명에 대한 접종을 하게 될것이라고 기자회견에서 발표 했는데, 이표현도 고개를 갸우뚱하게 한다. 앞서 언급했듯이, 우리한국군 전체가 미군들과 수시로 접촉하는것도 아닌데.... 정말로 한국군 접종이 목표였었다면, "Armed Forces of Korea"로 표현했어야 한국군 접종이 확실한것으로 이해되는데.... 이에 대한 우리 대통령의 답변은 두나라의 동맹관계가 건강문제에 까지 범위를 넓히겠다는 바이든 대통령의 의지에 감사한다라고 했었다. 의례적인 인사지만 겉으로는 최상의 덕담이었었다.
백신생산을 확장하여 전지구촌 사람들에게 공급하기위한 설비를 한미양국은, 파트너쉽을 확장하여 시행할것이다라고 선언했는데, 즉 금년도 하반기와 내년도 상반기에 우리는 또다른 10억개 이상의 백신을 생산할것이다라고 발표하면서, 문대통령을 향해 인도-태평양지역의 모든 주민들에게 백신접종하는데 온힘을 기울이자라고 지시하는것 처럼 언급했었다.
정확히 얘기하면, 이번 방문목적의 하이라이트라고할수있는, 한국에 대한 백신공급약속은 한마디도 없었다.
"문재인 대통령은 오직 한 미양국에 대해서만 얘기한게 아니고 더 폭넓게 인도태평양지역에 대해서, 그리고 전세계를 염두에 두고 얘기한 문대통령은 그래서 나는 좋아한다, 우리 양국은 다른 나라에 비해 앞선 능력을 갖추고 있어 그능력을 활용하여 전세계를 전염병으로 부터 보호해야만 하는 책임이 있다"라고 추겨 세웠지만, 단지 미사여구일 뿐이었다. 백신공급 희망은 더이상 언급무였다. 당장에 급한게 백신확보인데.....
양정상은 은둔의 왕국, 북한의 핵무기와 탄도미사일에 대한 견해를 서로 나누었었다. "우리는 북한의 현상황에 대한 깊은 우려를 금치 못한다. 북한에 대해서는 외교적으로 꼬인 모든 문제를 풀계획이며, 한반도에서 북한을 비핵화 시키기위한 절대절명의 목적을 이루어 긴장감을 없애기위한 모든 실질적인 방법을 외교적으로 풀어갈 의지를 같이 했다"라고 바이든 대통령은 발표했다.
어느면에서는 지금까지 문재인 대통령이 취해왔던 대북유화정책을 그대로 지켜 나가도 괜찮다는 뜻으로 이해됐는데, 이점에서는 문재인 대통령이 속으로 쾌재를 불렀을 것으로 이해된다.
동시에 바이든 대통령은 전주한 미대사였던, Sung Kim, 동아시 태평양지역의 차관보를 대북관계를 전담하는 특사로 활용하게 될것이라고 발표 했다. 이러한 발표를 보면서, 전임 오바마 행정부때의 대북정책에서 한발짝도 진전된게 없다는 뜻으로 이해했다.
역시 바이든 대통령은 실질적인 행동 보다는 미사여구를 사용하여 상대방을 추겨주는 재주가 특출난 대통령임을 오늘 다시봤었다.
"문재인 대통령과 나는 우리가 공동으로 관심을 갖고있는 어젠다를 갖고 양국의 실무진들이 좋은 미팅을 하고 있다"라고 운을 뗐었다. 한미양국의 긴밀한 협조는 지구상에서 가장 위험한 지역에, 즉 한반도의 지속적인 평화와 안정을 위해 꼭 유지되야만 하는 생명줄 같은 존재인 것이라고 설명하면서, 이를 유지하기위해 "많은 희생을 서로 나누었었다"라고 강조했었다.
"우리는 둘만의 미팅을 하고 있는 동안에도 나의 보좌과은 수시로 들락거리면서 "약속된 시간이 다 지났습니다"라고 신호를 주었지만, 나는 이에 개의치 않고 계속 얘기를 나누었었다"라고 설명하면서, "그러나 나는 오늘 이런 만남이 앞으로도 계속되기를 기대한다. 한미양국의 굳건한 동맹관계을 위해 오늘 우리가 새로운 도전에 함께 할것이다"라고 강조했다.
문대통령은 미국에 오기전에 발표하기를( earlier this week ) 미국은 8천만명분의 백신을 지구촌 다른 나라들에 보낼것이라는 뉴스에, 바이든 대통령을 설득해서 한국에 필요한 양을 보낼수 있도록 기대를 했었으나 그기대는 빗나가고 말았다.
대신에 바이든 대통령은 북한에 대해 관심을 표명했었다. 트럼프대통령과 3번에 걸쳐 만난 북한 김정은이는 약속한 내용, 즉 핵무기개발 포기를 거의 이행하지 않아, 결국 하노이 만남은 서로 비난하다 결렬됐었고, 미국의 대북경제봉쇄 정책에 대해 더 깊은 골만 남겼었음을 상기 시켰었다.
"우리는 과거 미북간의 회담에 많은 어려움이 있었다는것을 이해하고 있다. 그래서 우리 미국은 과거의 회담을 거울삼아 북한과 접촉에서 외교적 성공을 이루기위해 최선의 노력을 하여 목적을 이루겠다는 결정을 했다"라고 바이든 행정부의 고위급 보좌관이 앞서 한국을 방문했을때 설명 했었다.
결론적으로 종합해 보면, 정상회담의 보따리는 잘 포장된것처럼 보였으나, 실질적 내용에서는 우리 대한민국이 만족할 만한 내용은 단 하나도 없었고, 외교적 수사만 잔뜩 있었고, 기자회견중에서도 기자들의 질문은 뜸금없이 이스라엘- 팔레스타인 전쟁과 휴전에 대한 질문도 있었다. 우리측 기자분은 꼭 한분이 질문 했었지만, 후에 귀국하여 혹시라도 질책을 당할까 봐서 였는지? 질문의 핵심을 잘 이해할수 없었고.... 대답 또한 매우 비슷했었다.
나는 개인적으로 오직 백신공급 확약만이라도 받았으면 하는 욕심이 있었지만.... 역시나로 끝나고 말았다는점이 아쉽다. 이제 귀국해서 어떤 방식으로 중국과 북한에 대해서 우리대한민국의 입장을 설명할지가 관건인데..."동대문에서 뺨 맞고, 남대문에서 화풀이 한다"라는 말이 회자된다.
이번 문대통령의 미국방문을 수행한 장관및 보좌관들에 대한 설명이나 뉴스보도에서 본적이 없어, 전연 깜깜 무소식이다. 정의용이 같은 얼간이가 갔었다면, 회담 성과에 하나도 놀랄일은 아니지만....
그래서 한번 맺은 동맹, 혈맹관계는 비가 오나 눈이오나 항상 지켜져야 한다는 진리를 이번 방문에서 문재인 대통령이 깊이 깨달았기를 희망할 뿐이다.
Biden hosted the South Korean President at the White House on Friday for bilateral talks, and it was the second in-person meeting with a world leader of his presidency as he seeks to turn his
foreign policy focus back to East Asia.The two leaders spoke about their shared approach to North Korea and the hermit kingdom's nuclear missile program, Biden said.
"We both are deeply concerned about the situation," Biden said. "Our two nations also share a willingness to engage diplomatically with the (Democratic People's Republic of Korea) to take pragmatic steps that will reduce tensions as we move toward our ultimate goal of the denuclearization of the Korean Peninsula."
The meetings come after the Biden administration completed its months-long North Korea policy review. Biden said Friday his team consulted closely with Moon's team throughout the process of the review.
"Today has not only been affirmation of our shared history of sacrifice that binds the Republic of Korea and ... the United States together, it's a commitment to expanding cooperation and shaping our shared future in accordance with our democratic values that have made our nation strong and agile and highly competitive in the 21st century's economies," Biden said.
The meetings come as the Biden administration faces a foreign policy test amid an
11-day conflict between Israel and Hamas ending with a ceasefire Thursday. Biden has sought to deprioritize the Middle East in his overall foreign policy, viewing strategic competition with China as paramount to his administration's goals. On Friday, he returned his attention to East Asia.
Biden welcomed Moon to the White House Friday afternoon for bilateral talks that were expected to
center on North Korea and other areas of cooperation like trade and climate change.
Earlier in the day, the two leaders jointly awarded the Medal of Honor to an American veteran of the Korean War, Army Colonel Ralph Puckett, the first time a foreign leader has participated in such a ceremony.
"While the enduring partnership between our two nations began in war, it has flourished through peace," Biden said during the ceremony. "It's a testimony, I think, to the extraordinary strength of our alliance, and we're joined today, as I said, by President Moon, I can't tell you how happy I am he's able to be here."
Puckett, the White House said in a statement, exhibited "intrepidity above and beyond the call of duty" on November 25 and 26, 1950, "exposing himself to deadly enemy fire" during an attack, wounded but showing "extraordinary heroism and selflessness" as he commanded his troops.
The two leaders later met in the Oval Office and then participated in an expanded bilateral meeting in the State Dining Room at the White House.
Moon was expected to press Biden on the shipment of Covid-19 vaccines as the administration scales up its vaccine diplomacy efforts,
announcing earlier this week that the US would be sending 80 million vaccine doses abroad and scaling up its commitment to sharing vaccines.
Biden administration officials consulted with members of the Trump administration on a new policy, which the President plans to lay out for Moon during talks on Friday.
"Our goals remain the complete denuclearization of the Korean peninsula, with a clear understanding that the efforts of past administrations have not achieved this objective," a senior administration official said in previewing the visit.
"Our policy will not focus on achieving a grand bargain nor will it rely on strategic patience," the official went on. "Our policy calls for a calibrated, practical approach that is open to and will explore diplomacy with the DPRK to make practical progress that increases the security of the United States, our allies and our deployed forces. We have and will continue to consult closely with the ROK. Both leaders will talk about that extensively."
The official said the current team feels they've learned important lessons from past diplomatic failures with Pyongyang.
"We want to engage with our South Korean friends on the way forward. We're not going to lay out exactly our diplomatic strategy here and now," the official said. "We've tried to design it to be flexible and, as I've indicated, calibrated more generally. We understand where previous efforts in the past have had difficulties and we're determined to try and learn from those past efforts to give ourselves the best chance of diplomatic success."
Still, the official said the Singapore Agreement that Trump and North Korean leader Kim Jong Un signed in 2018 can still be augmented.
"We intend to build upon the Singapore agreement but also other agreements made by previous administrations," the official said. "At this juncture it's really not in our interest to preview or comment on specific issues like an end of war declaration in hopes of spurring dialogue."
The two leaders will participate in a press conference Friday evening before Moon departs. And Moon met with Vice President Kamala Harris in her ceremonial office before his meeting with Biden. Harris said they would be discussing the "strong partnership" between the two nations and the "challenges that exist on the Korean Peninsula."
"President Joe Biden and I are confident that together, we can promote a free, open, and prosperous Indo-Pacific region, a region that is unconstrained by coercion and anchored in international rules and order," Harris said.
