중국의 시진핑 대통령이, 북한의 Covid-19방역 퇴치를 위해 모든 협력을 아끼지 않을 것이라고 한다.
한국의 비롯한 전세계인들이 알고있다시피, 북한 김정은 정권은, 방역을 잘해서, 지금까지 또 앞으로도 Covid-19확진환자가 발생하지 않을 것이라고, 큰소리로 자랑(?)하고있다. 제발 정말로 그들의 허풍이 허풍이 아닌 사실이기를 진정으로 기원한다.
시진핑 대통령은, 김정은이가("김정은 령도자"라 명칭 사용안했다고, 명예훼손죄로 기소되지 않기를 바라는 마음이다. 태영호, 진성호 두탈북지도자들을 김정은 명예훼손죄로 고발했다는Farce봤기 때문) 시진핑이 영도하는 중국이 현명하게 Covid-19방역조치를 조기에 잘해서 이를 축하하는 메세지를 보낸데 대한 답신에서, 시진핑대통령은 북한의 전염병 퇴치를 위해 돕겠다는 뜻을 보냈다고한다.
시진핑이, 김정은 정권이 그동안 계속해서, 북한은 Covid-19전염병으로 부터, 완전 청정지역으로 깨끗하다고 주장해온 그말을 믿지 않는다는 뜻인데....김정은 자신이 3주 이상을 사경을 헤매면서, 겨우 살아나 공개석상에 나타나기까지, 전세계는 김정은에 대한 Puzzle을 푸느라, 취재경재까지 벌이는 촌극이 벌어지기도 했었다.
북한의 전염병 방역 시설은 너무도 열악해서, 한번 전염되기 시작하면, 전인구의 절반이상이 사경을 헤매거나 사망하게 될것이라는 예측을 하는것은 어렵지 않다. 그들의 설명에 따르면, 북한은 지난 1월말경부터, 국경폐쇄조치를 취하고, 일체의 관광객들의 입국을 막았었다고 자랑하고있다.
김정은이는 북한에서 가장큰 명절인 "태양절"경축행사에도 금년에는 참석치 못하고, 약 3주간을 공개석상에서 사라진채, 물론 아무런 설명도 없이, 그의 생사에대해 많은 의문을 낳았었다. 서방세계의 명성있는 미디아들은 그가 사망직전까지가는 Covid-19에 확진되었다고 보도했었고, 지난 수요일 한국의 국정원은 국회정보위원회에서 김정은의 건강이상설은 사실이 아니라고 설명회까지 열었었다.
지난 몇달동안, 북한의 움직임을 주시하고있는 많은 사람들은 Covid-19방역조치가 완전하다고 주장하는 평양당국의 발표에 많은 의문을 갖고있다. 이번 전염병 확산때문에 가장먼저 국경을 폐쇄한 나라가 북한이기 때문이다. 들려오는 소식에 의하면, 평양당국은 국경을 감시하는 병사들에게, 북중국경을 넘나들려고 하는자들이 발각되면 '사살'하라는 명령을 내렸는데 현재도 그명령은 진행상태에 있다.
어쨋던, 북한이 북중 국경을 완전히 폐쇄한다는것은 북한의 불법 지하경제에 심각한 어려움을 주기에, 완전폐쇄한다는것은 자살과도 같은 행위여서, 더많은 Covid-19확진자가 없다고 떠들어대는 평양당국의 주장에 의문이 커지는것이다.

남한당국은 토요일 Covid-19환자가 18명 새로 발생했다고 한다. 그들중 17명은, 29세의(linked to a 29-year-old man) Covid-19확진자가 이태원에 있는 5개의 나이트클럽과 Bar에서 다른 미치광이 젊은이들과 지난주말을 같이 보내면서, 전염병을 옮겼기 때문에 발생했다고 연합뉴스는 보도하고 있다.
박원순은 나이트클럽과 Bar, 그리고 그지역의 비슷한 업소들에 대해 폐쇄조치를 내렸다고 하는데, 이번 사건이 있기전에, 강남의 나이트 클럽에서는, 한창 Covid-19이 번창하고있을때인데도, 구데기처럼 젊은이들이 엉켜 광란을 피웠었다.
안전거리(2미터)유지를 명령하고 시민들이 준수하고 있었던때인데, 이를 단속하기위해 경찰들은 바삐 움직이고 있었지만, 그 클럽에는 경찰의 힘으로는 단속이 어려웠었던 것으로 이해를 했었다. 권력을 잡은 그어떤자들의 힘이 경찰의 단속을 차단해 버린 것으로 나는 이해하고있다. 물론 문재인 대통령도 이를 잘 알고 있으리라고 믿는다.
이번 이태원의 나이트클럽에서 발생한 Covid-19확진자도, 분명히 경찰이 단속하고 있었어야 하는데, 이또한 경찰의 빈약한(?)공권력으로는 구데기처럼 엉켜붙어 광란의 짖거리를 하는 자들을 사전차단하기에는 역부족이었을것임을 이해한다.박원순이가 이를 몰랐을리가 없다. 왜 아직도 한국에서는 두종류의 시민들이 공존하면서, 한쪽의 시민들은 법위에서 위세를 부리면서 살아야하고, 다른 한쪽은 조금만 위반해도 법의 심판을 받으면서 살아가는 사회가, 나라가 됐는지? 답답하다. 보이지 않은 안쪽에서 번성하고있는 Tumor가 터지면, 그때는 치료하기란 하늘의 별따기 만큼이나 어려울 것이다. 강남과 이태원의 Night Club에서 일어난 Covid-19확진자들을 보면서, 평양의 특수층들을 연상케한다.
In his "verbal message of thanks", Mr Xi said he highly
appreciated Mr Kim's support during China's outbreak and "showed his
personal attention to the situation of the pandemic and people's health"
in North Korea, according to state media.
Mr Xi called for more
efforts to strengthen co-operation in preventing the spread of the
coronavirus, and said China was "willing to continue to provide
assistance within its own capacity for [North Korea] in the fight
against Covid-19".
On Friday, North Korean state media reported
that Mr Kim had sent a verbal message to the president that
"congratulated him, highly appreciating that he is seizing a chance of
victory in the war against the unprecedented epidemic".
Mr Kim recently went 20 days without appearing in public, and missed
the celebration of his grandfather's birthday - one of the biggest
events of the year.
Some media reports claimed he was "gravely ill", or even dead.
But he then appeared at a fertiliser factory on 2 May - apparently in good health.
On
Wednesday, South Korea's National Intelligence Service told a
parliamentary committee that there had been no signs the health rumours
were true.
"He was performing his duties normally when he was out
of the public eye," a member of the committee, Kim Byung-kee, told
reporters afterwards.
The lawmaker said the North Korean leader's
absence could have been down to a Covid-19 outbreak that the authorities
in Pyongyang had not reported.
Analysis

For months, North Korea-watchers have questioned Pyongyang's claims that it has managed to isolate itself from Covid-19.
Admittedly,
North Korea was the first country to suspend travel in response to the
virus. There are unconfirmed reports that North Korean guards have been
ordered to shoot at those who try to cross the lengthy border the North
shares with China. However, it will be difficult to completely seal that
dividing line for long. North Korea's underground economy relies on
illicit trade with Chinese entrepreneurs.
Beijing has a few good
reasons for wanting to help North Korea. On a practical level, China
needs to supress a possible Covid-19 outbreak there if it wants to keep
its own population healthy. Beijing also worries about what might happen
inside North Korea if the virus takes hold. The North's decrepit health
system would quickly be overwhelmed by an outbreak of Covid-19, and
that could threaten the fragile Kim Jong-un regime. Beijing has been
Pyongyang's biggest aid donor for decades, and it will continue to do
what it can to keep Mr Kim in power. The alternatives to Kim Jong-un are
much riskier for China, which does not want change on its doorstep.
China's
global political interests are also at play. Diplomatically, Mr Xi's
public exchange with Kim Jong-un underlines the seemingly close ties
between China and North Korea. Pyongyang has been slow to accept public
offers of help from the United States, and peace talks with Washington
have stalled. If North Korea appeared to accept Beijing's help, China
would reassert itself as North Korea's "true" ally in a time of need. South Korea itself reported 18 new confirmed cases of Covid-19 on Saturday. Seventeen of them are linked to a 29-year-old man
who tested positive after spending time at five nightclubs and bars in
Seoul's Itaewon leisure district last weekend, the Yonhap news agency
said.
Mayor Park Won-soon ordered nightclubs, bars and hostess venues across the capital to suspend business in response.
"Carelessness
can lead to an explosion in infections - we clearly realised this
through the group infections seen in the Itaewon club case," Mr Park
said.
Health officials have urged people who have visited the five
venues in Itaewon to self-isolate and get tested to prevent additional
transmissions. At least 1,500 people signed their entry logs, according
to Yonhap.
The new infections brought the nationwide total to 10,840, while the death toll remained unchanged at 256.
