이번 미북정상회담후 발표된 합의문에서는 크개 4개 항목이 들어 있었다.
첫째 양국민들의 열망에 따른 평화와 번영을 위한 양국관계 구축.
둘째 한반도에 안전한 평화를 세우기위한 공동노력.
셋째 완전한 한반도의 비핵화를 실행하기위한, 4/27 판문점 공동선언지지를 재확인.
넷째 양국은 PoW/MIA 유해발굴및 송환을 당장에 실행하도록 한다.
트럼프 대통령이 싱가폴 정상회담을 마치고 오늘 새벽 와싱턴으로 돌아왔다. 도착하기전부터 그는 전미국의 미디아로부터, 김정은의 술수에 놀아난 회담이었다는 맹렬한 비난을 받는것을 시작으로 귀국신고식을 맞았다.
그는 정상회담이 끝난후, 한미군사훈련을 앞으로는 하지 않겠다. 많은 돈을 절약할수 있게됐다라고 설명했고, 점차적으로 주한미군철수도 고려되고 있다고 했다. 또한 그는 내가 만나본 김정은 위원장은 아주 똑똑하고 영리했으며, 상황을 잘이해하는것 같았다라고 부연설명까지 하면서 그를 칭찬했다. 평상시 그가 언급했었던 김정은에 대한 비난과 비교해 보면, 머리가 돌지 않고서는 할수없는 설명이었다.
이번 북미회담에 대해서, 많은 전문가들은 회의적으로 보고있는것 같다. 그러나 그는 이를 전연 개의치 않는다는 듯이,다음과 같이 두개의 트윗을 날렸다.
"방금 착륙했다 - 장시간의 비행끝에, 그러나 모든 미국인들은 이제, 내가 대통령신분으로 백악관에 들어오기전보다, 훨씬 더 안전하게됐다. 지금부터는 더이상 북한으로부터의 핵위협은 없게됐다. 김정은과 만남은 매우 흥미있었고, 긍정적인 경험을 갖게했었다. 북한은 장래를 내다볼때 무한한 가능성을 갖고있었다."
"내가 대통령이 돼기전 사람들은 미국이 북한과 전쟁을 피할수 없을것으로 인지하고 있었다. 오바마 대통령은, 북한이 우리미국의 가장크고, 위험한 문제덩어리다라고 말했었는데, 이제 그런 문제는 끝. 오늘밤 부터는 편히 주무십시요" 라고.
회담후, 트럼프 대통령은 추가 설명이 있었다. 즉 한미연합 군사훈련을 없애겠다. 진전이 되면 미군철수도 고려대상이 될수있다. UN의 북한경제봉쇄정책은 현재로서는 풀생각이 없다.
정상회담이 끝난후, Pompeo 국무장관이 서울로 왔다. 한국정부관료와 주한미군사령관과 만나서 회담에 관한 얘기를 나눈것으로 보이는데, 그의 설명에 따르면, 짧은 시간에 우리가 속시원하게 원하는 해답은 당장에 없고, 비핵화를 완전히 하기까지에는 약2년반 정도가 걸릴것 같다라고 설명해주었다.
이뉴스와 미디아와의 회견 내용을 보면, 트럼프는 완전히 김정은 꼬마에게 당한것으로 보인다. 더구나 오늘 아침 북한 중앙방송은, 트럼프가 경제봉쇄정책도 풀기로 했다라고 일방적으로 보도했었다. 누구말이 맞는지는 확인할 길이 없다.
이것은 바로 무엇을 의미하는것일까? 구두합의는 아무런 구속력이 없다는 뜻을, 북한 김정은이가 대신해서 증거로 제시한것으로 이해된다. 비핵화의 실천이행이 계획데로 안되면, 미국측은, 구두로 합의한, 위에서 언급한 구두약속에 대해서 시치미 뚝 떼고, 그런 발언한일 없다고 한다면, 어디서 그증거를 찾을수 있을까? 이방법은 야비하지만, 지난 30여년간 많이 속아왔기에 그방법을 그대로 이번 회담에서 적용시킨 트럼프의 Deal 능력에 감탄하지 않을수 없다.
그러나 합의문에 문서화된 "완전한 비핵화"는 증거가 있기에 어떤 방법으로 실행될지는 잘 모르겠으나, 지금까지 북한이 지난 30여년간 해온 방법으로 그책임을 회피해 나가기에는 너무나 많은 위협이 뒤따른다는것을 한발 뒤로 서서 보면 이해가 될것같다. 트럼프가 한 발언중 한마디가 기억에 생생하다. "One shot deal" 특히 한국의 전문가분들은 하나같이 트럼프한테 속았다는 극단적인 표현까지 하는것을 보면서, 참으로 우물안 개구리의 발상을 소유한 머리통들이구나 라고 생각하지 않을수 없었다.
아직은 미북 회담이 성공이다, 실패다 라고 단언하기에는 너무 이르다. 지난 30년간 속고 참아왔는데 며칠 더 두고 참지 못하겠다는듯이 비난으로 호들갑떠는 한국의 언론과 전문가들에게 주문한다. 부정적인면 보다는 반대로 회담시 만들어진 합의문과 또 구두로 트럼프가 발표한, 김정은의 입맛을 마추려는듯한, 내용의 의미를 되새겨 보았으면 하는 생각이다.

Donald Trump declared Wednesday that the North Korean regime no longer
poses a nuclear threat following his summit with Kim Jong Un, even
though the meeting produced no verifiable proof that the rogue regime
will discontinue its nuclear program.
In
a series of tweets, Trump sought to take political credit for the
summit but risked undermining the US strategy in the region.
"Just landed - a long trip, but everybody can now feel much safer than the day I took office," Trump tweeted as he arrived back in Washington. "There is no longer a Nuclear Threat from North Korea."
Trump also said that his meeting with
Kim was an "interesting and very positive experience" and that "North
Korea has great potential for the future!"
Trump
also said in a separate tweet that North Korea is "no longer" the US'
"biggest and most dangerous problem," telling Americans and the rest of
the world they can "sleep well tonight!"
After returning to the White House Wednesday, Trump also defended his decision to halt the joint military exercises
with South Korea, which he called "war games" -- a term used by
Pyongyang -- arguing on Twitter that the US will "save a fortune."
Trump's tweets pointed to one of the
chief gains at the summit from the US point of view -- that its
scheduling and the establishing of a relationship between the President
and Kim have eased fears that the two sides are on a slide toward a
disastrous war.
The argument also
allows Trump's political allies and supporters in conservative media to
claim ahead of the midterm elections that the President has engineered a
triumph overseas that was beyond all his predecessors and has made
America and the world much safer.
But much of the fear over imminent war last year was stoked in the first place by Trump's "fire and fury" rhetoric and boasts about the size of the US nuclear button.
No guarantees from summit
After
nearly five hours of unprecedented talks between Trump and Kim on
Tuesday, the two leaders signed a document in which Kim "reaffirmed his
firm and unwavering commitment to complete denuclearization of the
Korean Peninsula" and the US agreed to "provide security guarantees."
However,
there was no mention of the previous US aim of "complete, verifiable
and irreversible denuclearization" from Pyongyang. Kim's commitments did
not appear to go beyond what he already pledged to do in April when he
met with South Korean President Moon Jae-in along their countries'
border.
Following the summit, Trump told
reporters during a news conference in Singapore that Kim agreed to
"destroying a major missile engine testing site" and that it would be
done "very soon," without elaborating further on which testing site or
timing.
The President also added that North Korea's promise to complete denuclearization "will be verified," though the document the two leaders signed did not lay out details of that process.
Trump
left the discussions assured that Kim would begin dismantling his
country's missile sites in the immediate future, telling ABC News that
Kim "trusts me, and I trust him."
Risk of weakening US position
Any
lessening of tensions is positive but an assurance that the threat of
war is removed based simply on a relationship between a President who is
term-limited and a volatile dictator who leads a criminal regime lacks
the certainty and permanence of verifiable disarmament that the
administration says is its goal.
By claiming that the North Korean
nuclear threat has disappeared, Trump also risks weakening the US
negotiating position in talks on denuclearization that were mandated by
the summit and will be led from the US side by Secretary of State Mike
Pompeo. After all, if there is no threat, why would the North Koreans
need to give up their arsenal?
Trump's
rush to claim credit for the supposed disappearance of the North Korean
nuclear threat may also give nations like China and Russia an incentive
to ease stringent implementation of the "maximum pressure" sanctions
that helped bring Pyongyang to the table.
Some
analysts are likely to see the comments as part of a worrying trend
since North Korea showed no public sign at the summit or since that it
is now willing to implement the complete, irreversible and verifiable
destruction of its nuclear programs. Ultimately, in the short term, at
least while diplomacy continues, Trump's tweets seem to indicate he is
ready to live with the fact that North Korea has nuclear weapons and
potentially the capacity to fire them at the United States, in an
implicit erosion of the US strategic position.
Ultimately,
that may end up being the only option that the US has short of war. But
Trump's triumphalism is not based on concrete commitments by Kim that
were established by his own administration's expectations setting before
the talks.
