SEOUL, Korea, Republic Of - South Korea on Sunday urged North Korea to commit to its past disarmament pledges while expressing concerns over the North's unveiling of a suspected new long-range missile during a military parade.

During celebrations marking the 75th birthday of its ruling party in Pyongyang on Saturday, North Korea paraded a variety of weapons systems, including two missiles that were disclosed for the first time to a foreign audience. One is what appeared to be an intercontinental ballistic missile that is larger than any of the North's known ICBMs, and the other would likely be an upgraded version of a missile that can be fired from submarines.

While some experts say they could be mock-ups of missiles under development, their disclosures suggest North Korea has been continuously pushing to boost its weapons capability amid a stalemate in nuclear diplomacy with the United States.

South Korea's Defence Ministry said Sunday it was expressing concerns about the fact that “North Korea unveiled weapons including what was suspected to be a new long-range ballistic missile.” A ministry statement demanded North Korea abide by 2018 inter-Korean deals aimed at lowering animosities.

South Korea's Foreign Ministry issued a separate statement urging North Korea to return to talks to produce progress in its past commitment to achieving denuclearization and peace on the Korean Peninsula. After an emergency National Security Council meeting, council members in South Korea said they'll continue to analyze the strategic significance of the North Korean weapons systems disclosed Saturday and review South Korea's defence capabilities.

Ties between the Koreas remain strained amid the deadlocked nuclear diplomacy between Pyongyang and Washington.

During a speech at the military parade, North Korean leader Kim Jong Un warned he would fully mobilize his nuclear force if threatened but avoided direct criticism of Washington.

The fact that Kim maintains his self-imposed moratorium on nuclear and long-range missile tests indicates he still wants to keep chances for diplomacy with the U.S. alive. But some experts say he'll eventually carry out a major weapons test after the U.S. presidential election in November to boost his leverage in potential new negotiations with the U.S., whoever wins the election.

11일(현지시간) 미국의소리방송(VOA)에 따르면 제프리 루이스 미들베리 국제학연구소 동아시아비확산센터장은 해당 매체 전화 인터뷰에서 이번 ICBM과 관련해 “실제 크기가 어떤지에 달렸지만, 여러 개의 핵탄두를 탑재하는 역량을 나타낸다”라고 평가했다.
 
북한이 새로 공개한 미사일은 지난 2017년 11월 발사한 ICBM ‘화성-15형(9축, 18륜)’보다 길어지고, 직경도 굵어진 것으로 추정된다. 전문가들은 길이 21m가량인 화성-15형보다 2~3m가량 길어졌고, 직경도 화성-15형의 2m보다 커지면서 중량도 무거워진 것으로 보고 있다.
 
루이스 소장은 “화성-15형 엔진은 실제 한 개의 (연료 공급) 펌프를 달았지만 두 개의 연소실이 있다”고 설명했다. 이어 “연소실 두 개를 엔진 하나로 친다면 새 미사일은 (그런 엔진) 두세 개를 갖췄을 것”이라며 “그래서 1단 로켓이 두세 배 정도 (기존보다) 강력하다”라고 했다.
 
북한이 공개한 4기의 ICBM에 각각 3개의 탄두가 탑재되면 모두 12개의 탄두로 공격하게 된다는 의미로, 알래스카에 배치된 미국의 미사일 방어체계를 제압하는 데 활용할 수 있다는 설명이다.
 
그는 “다탄두 탑재 아이디어가 북한이 말한 것(새로운 전략 무기)”이라며 “이는 미 미사일 방어망을 제압하는 효과적인 방법”이라고 했다.
 
다만 이언 윌리엄스 전략국제문제연구소(CSIS) 미사일 방어 프로젝트 부국장은 북한의 다탄두 탑재 기술에 대해 다소 신중한 입장을 보였다. 그는 “‘분리형 독립목표 재돌입 핵탄두(MIRV)’에 대한 이야기가 나오고 있지만, 북한이 이미 확보했다고 보기에는 너무 고급 기술”이라며 “이는 그들이 갖고자 열망하는 것이지만, (실제로) 갖기엔 꽤 어렵다”라고 했다.
 
윌리엄스 부국장은 이어 “발사했을 때 같은 궤도로 날다가 모두 대략 동일 목표에 떨어지는 형태가 있고, 아니면 MIRV가 향상된 타입이 있다”라며 “MIRV가 향상된 타입은 북한의 역량 면에선 아직 (보유하기엔) 갈 길이 멀다”라고 강조했다.

한편, 윌리엄스 부국장은 이번 열병식에서 공개된 KN-25, 즉 600mm급 초대형 방사포에 좀 더 주목해야 한다고 말했습니다. “차륜형과 무한궤도 차량 등 다른 발사 장치를 활용해 다양한 도로 환경에 적응하며 침입에 더욱 용이하도록 진화하고 있다”는 지적입니다. 특히 “이런 역량은 한국 내 깊숙한 목표물까지 정확히 타격할 수 있게 한다며, 군 기지들을 공격할 때 사용할 것”이라고 설명했다.
 
그러면서 “북한의 매우 뒤떨어진 레이더 역량을 고려할 때 북한이 새 레이더 시스템과 러시아제 미사일(TOR)을 탑재한 지대공미사일을 선보인 것도 이번 열병식에서 주목할 만한 대목”이라고 밝혔다.
