불란서 의회 마침내 15세이하의 여아와 Sexual intercourse는 불법, 새법제정 실시. 모두가 환영.

 불란서의회가 마침내 15세 이하의 여아와 Sexual Intercourse하는것은 이유여하를 막론하고, 강간으로 정의하고, 그에 상당하는 최고 20년까지 감옥살이를 할수있는 입법을 만들었다.  이법이 제정되기전까지는 15이하의 여아와 Sex를 해도, 검사들이 강간죄를 적용하여도, 합의하에 한 성교행위라고 하면, 범죄인줄 알면서도 처벌 할수가 거의 없었다.

이법을 제정운영함으로써, 불란서도 이제는 다른 서구나라들과 마찬가지로 처벌할수있는 법적용을 할수있게 된 대열에 합류하게 된셈이다.

"이번 입법은 우리 아이들과 우리사회를 위해서 역사적인 입법인 것입니다. 또한 앞으로는 욕정을 채울려는 어른들은 15세이하의 어린아이들과 합의하에 성교를 했다해도 주장해도 그들은 결국 감옥행이 기다릴 뿐이다"라고 법무장관,  Eric Dupond-Moretti씨는 의회에서 감회에 젖어 심경을 털어놓았다.

의회는 마지막 독회에서 거의 만장일치로 의원들은 찬성표를 던졌었다고  Twitter에 알리기도했다.

한편 일부 의원들은 마이너들과 섹스를 했다고 해서 무조건 강간으로 몰아부치는것은, 서로 합의하여 사랑의 성교를 한 행위에 대해,  마이너들과 불과 몇살 더 먹은 청년들에게는 너무나 가혹한 법이 아닌가?를 매우 염려하고 있다고 의견을 피력했다. 와은

결론적으로 5살차이까지는 성관계를 허용하는 유명한 구절 "Romeo와  Juliet"의문구를 인용하는것같은데, 이구절은 성적학대의 경우에는 해당이 안될것 같다.  또한 이번 입법은 18세 이하의 마이너와 근친상간(incestuous sex )한 경우는 강간으로 고려중이라고 한다.

어떤 나라에서는 유명인사와 사회적으로 지위가 높은 사람들사이에서는 여성이나 어린 아이들에게 강요한 섹스나 로멘스 그리고 적절치 않은 행동들은 감지도 잘 안되고, 또 폭로를 한다해도 조용히 무마되는, 그들만이 즐겨온 통념이 오랫동안 전해져 왔었다.  그러나 최근에 와서는 정신적 탐구가 많았었다.

2017년에 있었던, 미국의 영화제작자 Harvey Weinstein의 수많은 여성에 대한 성적학대가 비난을 받으면서, 전세계적으로  #MeToo운동이 퍼저나간것이  불란서에서 이번 법제정까지 있게한 전환점이 됐음을 증명해준 셈이다.

2020년에 자신의 소아성도착증의 환희를, 불란서 작가가 공개적으로 쓴 책으로, 그는 한순간에 빠져나오지 못하는 나락으로 떨어지는 일도 있었다.

불란서는 2018년부터, 길거리에서 성적학대, 야유하는자 또는 호색한들이 발견되는 그순간에 불법으로 규정하면서 벌금형을 물렸었는데, 성범죄법을 한층더 강화하여 약자들을 보호하고 있다.

한국의 성범죄범들에 대한 형벌은 다른 서구나라에 비해서 매우 관대하다는 비난을 받고 있지만, 사회적 안전을 위해서,  여의도 의회에서는 아직까지 입법할 의지가 아짂까지는 없다는것으로 많은 국민들의 지탄을 받고 있는것으로 밝혀졌다.

법이 관대하여, 이를 악용한 권력자들중의 대표는, 전 서울시장 색마박원순과  부산시장 색마 오거돈이 대명사로 사용된다.  이들 성범죄자들을 옹호하는,국회의원 고민정같은 여자는 "피해호소 여성"으로 호칭하면서 Cat-caller짖을 했고, "내가 국회의원인데 감히 누가 나를 범할려고해?"라는 개떡같은 권력을 대입시키려다, 지난 4.7서울시장 보선때, 선거운동하다 쫒겨나기도 했었다.

(Reuters)The French parliament on Thursday adopted legislation that characterizes sex with a child under the age of 15 as rape and punishable by up to 20 years in jail, bringing its penal code closer in line with many other Western nations.

While the age of consent was previously 15, prosecutors in France used to be required to prove sex was non-consensual to obtain a rape conviction.

"This is an historic law for our children and our society," Justice Minister Eric Dupond-Moretti told the National Assembly.

"No adult aggressor will be able to claim the consent of a minor younger than 15 years old."

The vote in favor of the bill was unanimous at its final reading, the Assembly said on Twitter.

There had been concerns from some lawmakers that an age of consent below which sex automatically constituted rape might criminalize a consensual sexual relationship between a minor and a person only a few years older.

As a consequence, a "Romeo and Juliet" clause that allows for sexual relations between a minor and an individual up to five years older. The clause will not apply in cases of sexual assault.

The legislation also considers incestuous sex with a minor under 18 to be rape.

In a country that has long cherished its self-image as the land of seduction and romance, sexual abuse against women and children for years went undetected or undeclared in the upper echelons of power and within celebrity circles.

But there has been much soul-searching in recent years.

The #MeToo movement that swept around the world after numerous women in 2017 accused US movie producer Harvey Weinstein of sexual assault proved a turning point in France. So too did the fall from grace in 2020 of a French writer who had written openly about his pedophilia.

France had already toughened its sex crimes laws in 2018 when it outlawed sexual harassment on the streets, leaving cat-callers and aggressively lecherous individuals facing potential on-the-spot fines.
