참으로 이상한 일이 지금 지구상에서 심하게 벌어지고있다. 미국은 폭동이 심한 개판직전의 나라이고, 중국은 조용하고 얌전한, 그래서 데모가 없는 좋은 나라로 보인다. 그런데 이상한것은, 미국이 세계에서 경제적으로 가장 잘사는 나라고, 중국은 미국의 협조없이는 경제운영이 안되는 이상한 나라들로 비쳐진다.
미국은 공권력이 잘못하면, 민중이들고 일어나, 때로는 폭동도 서슴치 않고, 그시시비리를 다 가려낸다. 법위에서는 아무도 특권이 없고, 평등하다. 중국은 인민은 일종의 소모품이고, 법위에 군림하는 일단의 무리들이 국가를 다스린다. 중국은 국제사회에서 신의를 지키지않고, 약속을 헌신짝 버리듯이 지키지않은 이상한 나라다.
홍콩의 조차기간이 끝나, 영국이 중국에 홍콩의 영유권을 넘겨줄때 두나라는 분명히 홍콩은 특별구역으로, "한나라내 두개의 정부"정책을 준수하기로 합의 서명했었다. 그래서 홍콩은 중국영토지만, 특별자치구로 남아, 자유민주주의와 자유경제체제, 자유여행허용으로 홍콩주민들은 다른 서구나라와 똑같은 사회분위기속에서 자유를 즐기면서 생활을 해왔었는데, 건방지게 자기네들의 요구를 들어주지 않는다고, 개판나라인 미국시민들 처럼, 데모와 폭동을 몇달에 걸쳐 홍콩정부를 향해 싸우자, 중국공산당정부는 "홍콩사회안전법"을 새로 만들어 데모와 폭동을 아예 원천 차단하여, 중국본토의 주민들에게 억누르는것과 똑같은 억압정책을 홍콩주민들위에 시행하게된다. 그결과 앞으로 홍콩은 지금까지 미국을 비롯한 서구사회로 부터 받아왔던 특별우대정책을 완전 박탈당하게 됐다. 사회안전법이 예정데로 8월부터 시행되면, 홍콩경제는 물론 자유민주주의와 Freedoms는 완전없어지고, 소돼지처럼 신분이 바뀐다.
개판같이 보이는 미국의 개인의 Freedom이 사회적 지휘 고하를 막론하고 똑같이 향유하기에, 개인의 능력이 무한정 인정되고, 그기초위에서 창의력이 발달되여, 경제발전으로 연결되고, 그래서 미국은 계속해서 세계 일등국가로 군림하고 있다. 외형이 중요하지 않고, 내실을 중요시 한다는 뜻이다.
여기서 잠깐 한국을 처다봐야한다. 한국은 미국과 달리 외형을 중시하는 나라로 남아있다.
그래서 해방이후 70여년동안 혈맹의 관계를 맺고 우의를 다져온 미국을 멀리하고, 외형을 중시하고, 인민들의 입을 꽉다물게 하는 Know How를 철저히 시행하는 중국과 더 많은 밀월여행을 즐기고 있는것으로 보인다. 당장에는 한국에 좋을것 같이 보이지만, 앞에서도 얘기했듯이, 중국은 신의와 약속을 지키지 않는 전형적인 나라로 낙인 찍혀 있다는점을 조금이라도 신경쓴다면, 해답은 금새 나올텐데...

Lockdown으로 꽉막힌 사람들의 대상없는 분노의 폭발에 대한 희생양이었다. 많은 사람들은 백인 경찰관, Derek
Chauvin이 46세인 흑인, George Floyed의 목을 무릎으로 누르면서, 그는 숨을 거두었는데, 그는 살인혐의로
체포됐고, 같이 있던 경찰동료 3명도 파면당했다고한다. 용케도 그순간을 한 백인청년이 Video로 찍어 SNS에 올리면서,
전미국으로 퍼져 자칫하면 흑백분쟁의 불씨가 될수있는, 폭동으로 번지고 있는게 문제인것 같다.
Hennepin카운티의 검사, Mike Freeman씨는 경찰관, Chauvin씨는 3급살인죄와 과실치사상 혐의로 기소됐다고 밝히면서, 다른 동료 경찰관 3명도 기소될것이지만, 자세한 내용은 없었다.
접수된 범죄불평에 따르면, 살인혐의로 기소된 Mr. Chauvin은 인간생명의 존엄성을 무시한, 부패한 냉혈적행동을 한것이라고 했다.거의 4개월간 지속되고 있는 Coronavirus Pandemic의 확산을 방지하고, 퇴치하기위한 차원에서, 전사회를 Lockdown시켜, 행동의 제한을 심하게 받은 사람들이 마음속에 불만이 쌓여 왔던게, 이번 살인사건으로 연결되여 데모로 발전하고, 다시 폭동으로 발전되여, 전미국을 긴장하게 하고 말았다.
금요일 트럼프 대통령은 이번 George Floyd의 죽음사건은 "소름끼치는 무서운 사건"이라고 언급하면서, Floyd의 가족들과 통화를 했는데, 가족분들은 아주 훌륭한 사람들이었다고 소감을 피력했다.
대통령은 검찰에, Floyd의 죽음이 시민권을 위반했는지의 여부를 염두에 두고 신속한 조사를 하도록, 금요일, 특별 요청했다고 설명했다.
미네소타시에서 약탈과 방화가 수일간 지속되면서, 그영향으로 전국적으로 항의데모가 물끓듯이 번지고 있다. 이번 흑인 미국인들이 경찰에 의해 목숨을 잃는 사건으로 전미국사람들을 분노케 하고 말았다.

외형적으로 봤을때, 이번 미네소타시의 폭동은 무질서를 뜻하는것 같지만, 결과는 두고보면 알겠지만 민주주의를 향유하기위한 일종의 희생쯤으로 기억될 것이고, 흑백간의 갈등도, 경제적 평등도, 더 성숙한 모습으로 발전하게 될것으로 확신한다. 1960년초부터 오늘에 이르기까지 미국에서는 크고작은 데모와 폭동들이 있었지만, 그결과 긍정적으로 나타났었고, 앞으로도 미국이라는 나라는 이러한 투쟁은 계속될것이다.
중국이라는 나라는 계속해서 인민들의 자유는 짖눌려질것이고, 세상살아가는 양진영의 사고방식은 무질서속의 질서, 질서속의 텅빈강정으로 대별될 것이다.. 미국은 처음부터 싸우면서 내실을 기했고, 그기반위에서 다시 일어서고...세계일등국가임을, 왜 일등국가로 남을수밖에 없는가를 깊이 두고두고 생각해야 할 숙제인것이다.
A former Minneapolis police officer
has been arrested and charged with murder following the death of an
unarmed black man in custody.
Derek Chauvin, who is white, was
shown in footage kneeling on 46-year-old George Floyd's neck on Monday.
He and three other officers have been sacked.Days of looting and arson in the Minnesota city have boiled over into nationwide protests.
The case has reignited US anger over police killings of black Americans.
What did the prosecutor say?
Hennepin County Prosecutor Mike Freeman said Mr Chauvin was charged with third-degree murder and second-degree manslaughter.He said he "anticipates charges" for the three other officers but would not offer more details.
Mr Freeman said his office "charged this case as quickly as evidence has been presented to us".
"This is by far the fastest that we've ever charged a police officer," he noted.
According to the criminal complaint, Mr Chauvin acted with "a depraved mind, without regard for human life".
What's the latest on the protests?
On Friday evening, the White House was placed on lockdown after a protest was held outside. "I can't breathe," demonstrators could be heard chanting, invoking the last words of Mr Floyd and Eric Garner, a black man who died after being held in a police chokehold in New York in 2014.The lockdown ended at about 20:30 EDT (00:30 GMT Saturday), with the US Secret Service reopening the building's entrances and exits to staff.
Meanwhile, curfews have been ordered for the Twin Cities of Minneapolis-Saint Paul, from 20:00 to 06:00 on both Friday and Saturday night.
On Thursday, during the third night of protests over Mr Floyd's death, a police station was set alight. A number of buildings have been burned, looted and vandalised in recent days, prompting the activation of the state's National Guard troops.

There have also been demonstrations elsewhere, including New York, Los Angeles, Chicago, Denver, Houston, Louisville, Phoenix, Columbus and Memphis.
Frustration was already simmering over the recent deaths of two other black Americans, Ahmaud Arbery in Georgia and Breonna Taylor.
How did George Floyd die?
The full report by the county medical examiner has not been released, but the complaint states that the post-mortem examination did not find evidence of "traumatic asphyxia or strangulation".The medical examiner noted Mr Floyd had underlying heart conditions and the combination of these, "potential intoxicants in his system" and being restrained by the officers "likely contributed to his death".
The report says Mr Chauvin had his knee on Mr Floyd's neck for eight minutes and 46 seconds - almost three minutes of which was after Mr Floyd became non-responsive.
Nearly two minutes before he removed his knee the other officers checked Mr Floyd's right wrist for a pulse and were unable to find one. He was taken to the Hennepin County Medical Center in an ambulance and pronounced dead around an hour later.
The Minnesota police handbook states that officers trained on how to compress a detainee's neck without applying direct pressure to the airway can use a knee under its use-of-force policy. This is regarded as a non-deadly-force option.
What has Trump said?
At the White House on Friday, President Donald Trump called the incident "a terrible, terrible thing" and said he had spoken with Mr Floyd's family, whom he described as "terrific people".He said he had asked the justice department to expedite an investigation it announced on Friday into whether any civil rights laws were violated in Mr Floyd's death.
The president also said "looters should not be allowed to drown out the voices of so many peaceful protesters".
Earlier, he described the rioters as "thugs" who were dishonouring Mr Floyd's memory.
Social media network Twitter accused Mr Trump of glorifying violence in a post that said: "When the looting starts, the shooting starts."
What's the reaction?
Mr Floyd's family and their lawyer, Benjamin Crump, said that the arrest was "welcome but overdue".The family said they wanted a more serious, first-degree murder charge as well as the arrest of the other officers involved.
The statement called for the city to change its policing, saying: "Today, George Floyd's family is having to explain to his children why their father was executed by police on video."
Former US President Barack Obama also weighed in, saying: "This shouldn't be 'normal' in 2020 America."
His statement added: "If we want our children to grow up in a nation that lives up to its highest ideals, we can and must be better."
What happened in the arrest?
Officers suspected Mr Floyd had used a counterfeit $20 (£16) note and were attempting to put him in a police vehicle when he dropped to the ground, telling them he was claustrophobic.According to police, he physically resisted officers and was handcuffed.
Video of the incident does not show how the confrontation started, but a white officer can be seen with his knee on Mr Floyd's neck, pinning him down.
Mr Floyd can be heard saying "please, I can't breathe" and "don't kill me".
A former local nightclub owner has said Mr Chauvin and Mr Floyd both worked as bouncers at her venue in south Minneapolis up until last year, though it is unclear if they knew one another.
Viewpoint: Frightening words
By Barrett Holmes PitnerIn saying "when the looting starts, the shooting starts", President Donald Trump echoed a December 1967 quote from Miami Police Chief Walter Headley.
It was used as a threat towards African Americans in Miami and as part of his brutal "get tough policy" where he advocated the use of guns and dogs to stop civil rights protests.
In August of 1968, as Richard Nixon addressed the Republican National Convention in Miami, the police there killed three protesters, injured 18, and arrested over 200 people. Similar violent police attacks defined America during the 1960s, as African Americans fought for civil rights and voting rights. It is not a widely known phrase, but Headley's sentiments have long been part of the American status quo - US law enforcement and political figures have made many statements invoking Headley and they still do today. It's frightening to now hear Headley's words emanate from the highest reaches of our government.
