회담끝난후, 북한은 미국의 강도같은 요구와 사고방식을 알았더라면 회담에 임하지 않았을텐데..라고 맹비난.

역시 회담의 결과를 모든 사람들이 원하는 방향으로 얻어내는것은 예측했던데로 쉽지만은 아닌 긴 인내심을 내건 싸움과 같은 것임을 실감했다.  그렇게 쉽게 미국의 요구데로 비핵화가 추진될수 있는 일이었다면, 지난 30여년간 북한 Regime이 온갖방법을 동원하여, 서방세계를 속여가면서, 오늘에 이르지는 않았을 것이다.

핵무기를 갖고, 서방세계와 한국을 위협하기위해서, 북한 Regime이 지금까지 취해온 그들의 생존방식을 좀더 깊이 들여다 보아야 한다. 약10여년전에 한국의 판문점을 방문하고, 발견된 땅굴을 탐방하면서,  북한의 모든 군사적 시설은 땅속에 깊이 묻혀 있을것이라는 생각을 한시도 잊어본적이 없다.  

북한 주민들을 굶주림으로 수백만명이 죽게 하면서까지 두더지 처럼 땅속에, 군사 시설을 포함한 국가기간 산업을, 설치해놓은 이유가 또있다. 북한공산체제는, 구 쏘련공산제국과 현재의 중국공산체제와는 비교가 되지 않게,  일인 독재체제를 3대채 이어오면서, 영구집권의 꿈을 이루어왔다는 점이다. 일인체제를 이어가기위해 수백만명의 주민이 굶어죽거나 얼어죽거나, 그들의 눈높이에서는 어쩌면 당연한 주문인 것이다. 

만약에 김정은이가 판문점에서 문통과 정상회담, 그후 싱가폴에서 트럼프와 정상회담을 하면서 서방세계에서 생각하고 기대했던것 처럼 쉽게 비핵화를 위한 절차를 밟고, 트럼프 대통령이 당근으로 내민 북한 경제활성화와 주민들에게 자유의 맛을 보게 한다면, 그는 그의 할아버지, 아버지에게 역적질을 하는 셈이되고, 그를 둘러싸고 있는 Regime Member들에게도 반역하는 행위로 몰려, 어쩌면 권좌에서 쫒겨날수도 있다는점을 한시도 잊은적이 없었을 것이다. 

그들이 땅속깊이 파놓은 핵실험 설비와 남침용 땅굴같은 지하시설은, 어쩌면 미국이 수십년을 탐사한다해도 미궁으로 끝날수 있을 정도로 많다고 생각한다.  북한의 비핵화 실천방안을 논의하기위해 폼페오 장관의 3번째 북한 방문을 어쩌면 김정은 Regime은 "헛물켜지마라, 최신장비를 동원하여 아무리 뒤지고 폭파하고 한다해도 그끝은 결국 찾지 못하고, 찾는다해도 수십년이 걸릴것이다"라고 비웃음을 기분나쁘게 흘렸을 것이다.  

1950년대말에 중국이 핵실험했을때, 인도와 파키스탄이 핵실험을 했을때도 그들은 지하 핵실험이 아니고 대기권에 쏘아올려, 내 어렸을적 기억에도,  낙진 떨어지는것을 항의 하는뜻으로 한국 전역에서 우산을 쓰고 중국의 핵실험을 규탄했었던 기억이 있다.

북한의 지하 핵실험은 갱도를 구축하는데 무척 더 비용이 많이 들고, 시간이 오래 걸렸을 것이다.  모든 정황을 봤을때, 김정은 Regime은 절대로 쉽게, Give up 하지 않을것이라는것을 유추해석하는것은 그렇게 어렵지 않다. 또한 위에서도 언급했듯이 비핵화와 북주민들에게 자유를 맛보게 하는순간, 김정은이의 목숨을 장담하기는 어려울것임을 그들은 잘알고있다.  산넘어 산이라는 뜻이다. 

문제는 트럼프가 싱가폴정상회담에서 약속받은데로 북한이 실천하지 않을때는, 한반도뿐만 아니라 전세계가 어쩌면 핵폭탄의 위협에 불안에 떨게 할수있는 극단의 처방을 내려서, 북한의 비핵화를 끝내려고 할것이라는 점이다. 트럼프는 아직도 임기 2년반 이상이 남아있다. 즉 북한을 비핵화 시킬수 있는 충분한 시간이 있다는 뜻이다. 보좌관 John Bolton의 1년내 북한 비핵화을 끝내야 한다는 의견쪽으로 갈것 같다. 평화적으로 해결되기를 바라지만...

 폼페오 장관이 일본에 도착하자마자, 북한 미디아는 미국을 비난하기 시작했다.
미국이 일방적으로 북한을 무식하게 몰아부쳐 비핵화를 실천하겠다는식으로 회담을 이끌고 나가, 이럴줄 알았더라면 차라리 회담에 임하지 않았었던게 더 좋았을것이다라는 성명을 내면서, 앞으로의 실무 협상에 유리한 고지를 차지하려는 고단수의 카드를 들이민 셈이다.

그러면 회담이 끝난직후 바로 일방적으로 밀어부친다는 뜻으로 미국을 버르장머리 없다고 비난하는 그의미는 비핵화를 할 의향이 처음부터 없었다는 뜻으로 이해되며, 북한은 이미 판문점 선언으로 남한으로 부터 이미 얻을것은 다 얻어냈다는, 이후의 실무회담이 결렬되도 손해날것 없다는 계산인것 같다.

이성명서를 보면서 문통과 남한 국민들은 북한에 대한 비난보다는, 맹방 미국과 트럼프를 맹비난하면서, 오히려 남한을 더 구렁텅이에 몰아넣은 미국을 믿을게 못된다고 성토할것이다. 이러한 한국을 미국이 좋아할리는 절대로 없다.  이럴때 일수록 한국은 미국과 한목소리를 내야 할텐데, 미국의 속마음을 긁어내리는, 엇박자만 만들고 있는것 못내 아쉽다.

이번회담과 앞으로의 회담에서도 한국은 여전히 김정은 Regime으로 부터 완전히 팽당해, 문통정부에 대한 생각은 안중에도 없고, 있으나 마나한 존재로 전락할것이라는 점이다. 그들의 핵시설과 개량사업을 위해 돈이 필요하면, 천안함폭침, 연평도포격같은 도발을 하여, 문통에게 공갈쳐서, 조공을 바치게 할것이지만, 문제는 한국이 그렇게 퍼줄수만 있는 풍부한 나라가 아니라는 점이다. 결국 국민들이 혈세를 더 바쳐야 한다는점이 마음 무겁다.



Secretary of State Mike Pompeo departed Pyongyang Saturday after spending over 24 hours in the North Korean capital engaged in tense negotiations on the dismantling of the country’s nuclear weapons program.
In the highest-level discussions since President Donald Trump and North Korean leader Kim Jong Un’s historic summit in June, Pompeo did not meet with the head of the rogue nation state.
Instead he finished a second day of long talks with his counterpart, North Korea’s former spy chief Vice Chairman Kim Yong Chol, with commitments for more talks — both on the repatriation of American remains from the Korean War and the destruction of a missile engine testing facility.
“We had many hours of productive conversations,” Pompeo told reporters shortly before departing for Tokyo. “These are complicated issues but we made progress on almost all of the central issues. Some places a great deal of progress, other places there’s still more work to be done.”
But in a statement issued after Pompeo had landed in Japan, North Korea said the talks were "regrettable" and accused Washington of trying to unilaterally pressure the country into abandoning its nukes.

US Secretary of State Mike Pompeo left Pyongyang on Saturday seemingly optimistic after two days of high-level talks, but without announcing any concrete steps North Korea would take or a timeline towards denuclearization.

North Korea, however, poured cold water on the talks, saying the "attitude" of the US was "regrettable" and not in the spirit of the June 12 summit in Singapore between President Donald Trump and North Korean leader Kim Jong Un.

"We had many hours of productive conversations," Pompeo told reporters Saturday in Pyongyang before boarding a flight to Tokyo. "These are complicated issues, but we've made progress on almost all the central issues. Some places, a great deal of progress. Other places, there's still more work to be done."

But North Korea called the outcome of the discussion "worrisome" and argued that the "cancerous issues" the US delegation raised were the same ones that had "amplified" distrust and the risk of war with past administrations and caused previous talks to end in failure, adding that its "willingness to denuclearize could falter."

"We expected the US to bring constructive measures to build confidence in accordance with the spirit of the US-NK Summit," the statement carried by state-run news agency KCNA said. "However, the attitude of the US in the first high-level talks held on the 6th and 7th were indeed regrettable."

The statement added: "The United States is fundamentally mistaken to think that the demands that reflect their 'robbery mentality' are acceptable to our patience."

Still, Pompeo gave assurances Saturday that North Korea is still committed to dismantling their nuclear program despite satellite images analyzed by researchers in the United States as infrastructure improvements to a nuclear facility and the finalizing of a ballistic missile manufacturing site.

When asked about the satellite images possibly showing nuclear site expansions, Pompeo said, "‎We talked about what the North Koreans are continuing to do and how it's the case we can get our arms around achieving what Chairman Kim and President Trump both agreed to, which was the complete denuclearization of North Korea."

He added, "No one walked away from that, they're still equally committed, Chairman Kim is still committed."

Pompeo also told reporters that he discussed the destruction of a missile test site that Trump said was already being dismantled.

North Korea blasted the U.S. on Saturday for making what it called "robber-like" demands in meetings between Secretary of State Mike Pompeo and Pyongyang officials, calling the attitude and stance of American officials "regrettable."

The criticism came just hours after Pompeo left North Korea following meetings Friday night and Saturday morning.

The meetings were intended to hammer out details toward achieving the goals in a joint statement by Kim Jong Un and President Donald Trump after their summit, in which the U.S. would provide security commitments for North Korea in exchange for "complete denuclearization of the Korean Peninsula."

But Pyongyang said Saturday of its meetings with Pompeo, "We expected the U.S. side to come up with constructive measures to help build trust in the spirit of reunion. We were thinking about doing something corresponding to that."

But, the statement continued, "The attitude and position of the U.S. during the talks ... was regrettable."

North Korea had hoped to pursue a "balanced implementation" of the goals agreed to in the Kim-Trump joint statement, but the U.S. put forward a "unilateral and strong denuclearization request" without referring to North Korea's goal of establishing a "peace guarantee" on the Korean Peninsula, the statement said.
