실속없는 립써비스일뿐, G7의 존재와 그들이 할수있는 일? 화력발전부추기는 화력발전 옹호해온 문재인에 일격가한 G-7성명서

 나는 G-7정상회담을 위해 서방세계의 7개 부국들의 정상들이 모여 2-3일 회의를 하고, 겉으로는 거창한 모임을 갖었지만, 성과는 항상 빈수례가 요란한 소리를 내듯히, 알맹이는 없었던, 말잔치의 향연쯤으로 여겨왔었던지가 꽤 오래다. 그것도 연례 행사로 매년 장소를 바꾸어 가면서...

이번 정상회담에는, Observer로 한국, 오스트랄리아,인도등등의 나라들이 초청되여 정상회담에 합류했다고 한다. 물론 한국의 문재인 대통령은 정작 G-7멤버들 보다 먼저 출국하는 촌극을 벌이고 현지로 떠났었다.  

정상회담동안에, 정상회담 하는 광경을 촬영한 사진을 보면 Observer로 참석한 문재인 대통령의 모습은 눈을 아무리 씻고봐도 보이지 않았었다.  보도에 따르면 정상회담이 끝나면 문재인 대통령 부부는 스페인 방문, 오스트리아 방문한다고 하는데.... 이들 나라들은 관광으로 국가 수입을 올리는, 관광자원이 풍부한 나라들이다.  물론 국민들의 세금으로 문재인 대통령 부부는 그곳을 방문하는것이고,  양국의 관심사를 논의 하기위해서라고 하지만.... 그말을 믿을 사람들은 좃꾹, 간음녀 추미해, 윤미향, 송영길, 정세균, 이낙연 정도의 위대한 인물(?)들이나 "잘하신다"라고 할뿐이다.

오늘현재, 한시간전에 G-7정상들이 발표한 성명서 내용에 따르면, 더러운 탄산까스및 대기오염시키는 주범인, 석탄을 태워서 전기를 생산하는 화력발전소를 운영하는 나라들에 대한 일체의 협력을 일제 중지 시키겠다고 선언한 내용이다.  과히 충격적이다.

지금 대한민국은 문재인이가 만 4년전에 대통령으로 취임하면서, 현대 산업사회의 발전을 위해서 꼭필요한 절대적인 에너지를 생산하는 "원자력 발전시스템"을 중지시키고,건설중이었던 원자력 발전소건설을 중지시키고, 석탄태우는 화력발전소와 바람에 의지하여 돌리는 Windmill발전소 그리고 태양열판 설치하여 전기생산하는 설비를 집중적으로, 수조원씩 투입하여 건설중이거나 건설완료한 상태로 알고있는데, 이들 전기생산하는 설비들은 전적으로 기후와 햇볕에 의존하는, Unstable한 발전시설로, 건설비는 천문학적으로 들어가지만 의존도는 설비용량의 10%정도밖에 안된다는 전문가들의 걱정이다. 

G-7정상들이 선언을 공개적으로 전세계를 향해 발표했으니, 이성명서를 보면서 가장 괴로워 했던 사람은 문재인 이었을 것이다.  앞서 언급한것 처럼 그의 에너지 정책은 이번 성명서에 발표한 내용들과는 정반대의 정책들이었으니.... 나는 안다. 왜 문재인이가 굳이 "탈원전정책"선언하고 고집스럽게 밀고 나가는지를....

문재인은 태생적으로 박정희 대통령과 보수지향적인 역대 대통령들의 정책을 싫어하는 사람이다. 무조건 전직 대통령들의 정책은 반대하는 차원에서, 탈원전정책을 선언한, 역사에길이 남을 반역질을 했다는고 말이다.  

원전정책을 그대로 계승하여 오늘에 이르렀었다면, 지난 4년동안에 "원전플랜트수출"은 최소한 8건이상 됐을 것으로, 그수익금은 우리나라 일년예산보다 더 큰 이익창출을 냈을 사업으로, 원자력 전력생산은 현재의 인류기술로서는 최선책인것으로, 지금 전세계가 앞장서서 건설에 박차를 가하고 있는 황금알 낳은 기술로, 그최첨단에 우리나라의 Technology가 전세계의 부러움을 사고 있는 유일한 나라였고, 미국의 원자력협회에서는 유일하게 한국의 원자력 기술에 대해서만 "Certificate"를 수여하기까지 했던,수출에 적기였는데, 다놓쳐 버리고, 그혜택을 중국이 지금 가장 많이 보고 있는 것이다.  문재인이 중국에 절절기는 이유가 그래서 더 궁금해지는 것이다.

석탄을 태워야 하는 한국의 화력발전소를 앞으로 어떻게 처리할것인가?에 대한 문재인과 그일당들의 다음 선택사항이 어떤것일까?에 대한 해답이 궁금하다.  이번 G-7정상들의 선언을 문재인은 그냥 무시할수없는 코너에 몰린것이다.  

제일 좋은 방법은 화력발전소 가동은 "탈원전정책"을 발표하듯히, "원전산업으로 회귀"정책을 G-7정상들앞에서 즉시 발표하고, 할수만 있다면, 한국이 탄소중립정책의 선두주자라는 칭찬소리도 듣고 왔으면 하는 바램이지만..... 국제적으로 왕따를 당하지 않기를 바란다.  귀국해서 정상회담의 결과에 대국민보고가 그래서 더 기다려진다. 거짖말로  아니면 진실을 보고할지....

G7 leaders will agree to cut off support for dirty coal by end of the year

G7 leaders are expected to announce on Sunday that they will stop all new direct government support for coal by the end of the year, unless it is “cleaned” through a process of decarbonization, according to a White House statement.

Coal is the dirtiest fossil fuel and one of the biggest contributors to climate change. G7 leaders are expected to announce they will at least halve their carbon emissions by 2030, from 2010 levels, and cutting back on coal could help reach that target.

Some scientists and environmentalists, however, are wary of claims of “clean” fossil fuels, and argue that the world should transition entirely to renewables instead.

The White House said in a statement that G7 leaders, who will wrap up a three-day summit in England’s Cornwall on Sunday, had agreed to “concrete actions” to speed up the world’s transition from coal to cleaner energy sources.

"Recognizing that unabated coal power generation is the single biggest source of greenhouse gas emissions globally, and consistent with President Biden’s domestic leadership, G7 Leaders will commit to an end to new direct government support for unabated international thermal coal power generation by the end of this year,” the statement said. 

“Unabated coal” refers to coal that is not decarbonized.

The announcement will come alongside a green global infrastructure plan – “Build Back Better for the World” – pitched as an alternative to China’s sprawling Belt and Road program, which has involved building railroads, motorways and other major infrastructure projects, in deals with some 100 countries.

The program has allowed China to raise its profile and global influence, particularly in the developing world and places like eastern Europe.

The White House statement said Canada, Germany, the UK and the United States would provide up to $2 billion to support the Climate Investments Funds, which is aiding the transition from coal for in developing countries.

Despite the announcement to end support for coal plants abroad, some G7 countries are still showing support for the fossil fuel.

The UK government, for example, approved plans for a new deep coal mine, the first in 30 years, in Cumbria, though its future is in doubt after a backlash and inquiry into its environmental impacts. Japan has agreed to phase out old, inefficient coal plants, but is still heavily reliant on the fossil fuel.

But what is the G7, and what power does it hold? Here's what you need to know

What is the G7?

    The G7 is shorthand for Group of Seven, an organization of leaders from some of the world's largest economies: Canada, France, Germany, Italy, Japan, the United 
    Kingdom and the US.
      Russia was indefinitely suspended from the group -- which was at the time known as the G8 -- in 2014 after the majority of member countries allied against its annexation
       of Crimea. It was the first violation of a European country's borders since World 
      War II.

        What does the G7 do?

        Members of the G7 meet each year for a summit to discuss pressing issues on the global stage and coordinate policy.
          International security and the world economy are often topics of discussion, though recovery from the Covid-19 pandemic is expected to dominate this year's meeting.
          First formal session of the economic summit composed of the world's seven most industrialised nations at the House of Burgesses.
          In a statement ahead of the summit, UK Prime Minister Boris Johnson said he will urge his fellow G7 leaders at the summit to make concrete commitments to vaccinate the world, as well as give support to the "Global Pandemic Radar" -- a new global surveillance system intended to protect immunization programs.

          What power does the G7 have?

          The G7 is primarily a venue for coordination, and the group has produced decisions of global consequence.
          Ahead of this year's summit, for instance, G7 finance ministers agreed to back a global minimum tax of at least 15% on multinational companies. The G7 group also agreed that the biggest companies should pay tax where they generate sales, and not just where they have a physical presence.
          US Treasury Secretary Janet Yellen said Saturday that the agreement was a "significant, unprecedented commitment," from the world's richest economies aimed at preventing companies from avoiding taxes by shifting profits overseas.

          What is the history of the G7?

          The meetings began as the "Library Group," founded in the 1970s by then-US

            Japan joined soon after and, in 1975 -- with two of the original participants 
            having by then become French president and German president -- the meetings

            Canada and Italy soon joined and they became known as the Group of Seven.
