바이든 대통령은 '소잃고 외양간 고친다'라는 속담이 뭔지를 이번에
정확히 세계인들에게 알려줬다.
준비가 덜된 아프칸에서 미군 철수는 미국뿐만이 아니고 전서방 세계에
깊은 충격을 준것도 있지만,
그동안 아프칸에서 탈리반들의 재진입을 막기위하고, 아프칸에
민주주의를 정착 시키기위해
지난 20여년을 수고한 미국의 현역 및 향군용사들의 분노가 지금 하늘을
찌르면서, 바이든 대통령을 신랄히비난하고 있어,
사태가 미국내에서 심각해 지는것 같은 양상으로 변하고 있다.
아수라장이 된 아프칸 주민들을 그대로 놔두면 탈리반의 타킷이 되여
생명을 잃을 가능성이 많은것을 염려한 바이든이 골육지책으로 내놓은
방책이, 민간항공사들의 비행기를 차출하여, 아프칸탈출을 시도
하는 아프칸인들을 미국으로 데려오는 작전을 구상중이라고 한다.
동시에 백악관은 예비용 민간인 운영 비행기들을 차출할 계획도 고려중
이라고 하는데, 이계획은
미군수송기로 난민들을 구출해 내는데 도움을 주기위해 창설된 조직으로,
세계2차 대전이 이후에 독일 베를린에서 난민들을 구출하기위해
1952년도에 창설됐었다.
이프로그람으로 상업용 민간인 항공기 20여대가 5개의 항공사들로 부터
차출되여 아프칸 미군 베이스에서 실어나를 계획이라고 당국은
설명하고 있다.
그러나 또 다른 바이든 행정부의 고위급 관료는 CNN과의 통화
에서 이들 차출된 민항기들은
아프칸으로 직접 날아가지 않고, Qatar, Bahrain 과 Germany 지역의
미군사기지로 피난 시켜대기중인 아프칸들을 수송하는데 도와주는
역활을 하게 될것이라고 한다.
아프칸 난민과 다른 외국인들을 포함하여 적어도 26,500명이 탈리반이
아프칸 수도 카불을 불법 점령하기전에 미리 대피 시킨 사람들이라고
CNN이 토요일 분석한 자료에서밝히고 있다.
"미국의 대형 민간 항공사로 부터 각각 최소한 3대와 나머지 몇대를
FedEx사로 부터 차출할 계획이며 만약에 이들이 응하지 않을 경우
법에 따라 조치를 취할것이다"라고 백악관 관계자는 설명하고 있다.
항공사의 고위급들은 지난 주말부터 비행기 차출에 대한 협조
방안을 준비중에 있으며, 무료 봉사차원에서 비행기 차출을 하게될지의
여부에 대해서는 아직까지 결정된바가 없다고 설명했다.
당국자의 설명에 따르면 정부는 금요일 저녁에 각 항공사에 경고메세지를
보냈다고 한다.합의에 이르지 못하면 수송작전을 위해 차출할수도
있으며, 그러나 그러한 계획은 아직까지 구체적으로 세워진것은 없다고
했다.
CNN은 백악관이 제시한데로 통신교통 위원회에 이에 대한 논평을 요청
했고, 그들과 연결이 상황을 파악하게 되였다고 했다.

(CNN)The Biden administration could potentially compel US airlines to help
with transporting tens of thousands of Afghan evacuees as the US military
struggles to manage the influx of people following the Taliban's takeover of
Afghanistan, according to a senior administration official.
The White House may invoke the Civil Reserve Air Fleet, which was created in
1952 to assist the military during emergencies following the post-World War II
Berlin Airlift. The program could facilitate almost 20 commercial jets from five
airlines to help transport evacuees from bases in the region, according to the
official.
Another senior administration official told CNN that the commercial jets
wouldn't be flying into Afghanistan but instead would be helping to transport
Afghans from locations where they were taken after being evacuated from the
country, including US bases in Qatar, Bahrain and Germany.
The Wall Street Journal first reported on the potential action.
At least 26,500 people, which includes Afghans and foreign nationals, have
been evacuated from Afghanistan since the Taliban began its advance on
Kabul, according to data analyzed by CNN Saturday.
A senior administration official told CNN the government would first try to get
airlines to volunteer aircraft to help transport Afghan evacuees before forcing
them.
"We need each major airline to offer up three planes, and get a few from
FedEx. If they don't, we may use the law," the official said.
An airline industry official said discussions among carriers have been underway
since the end of the week about potentially providing assistance to the airlift
efforts, and they have not ruled out voluntarily offering flights yet.
That official also said airlines received a warning on Friday evening from the
government that they could be compelled to provide assistance, but that the
order hasn't yet come down.
The White House referred to the Committee on Transportation Communications
for comment. CNN has reached out.
