CNN의 뉴스보도를 보면서, 우리한국은 경제10대국 대열에 올라선 일등국가로서의 부러움과 책임감을 비롯한 모든 혜택과 그에 따른 의무와 경제적 부를 즐기는 기본자세가 안되있다는 생각이 깊어졌었다. 마치 1970년대초에 강남개발 붐이 일어나면서, 졸부들이 많이 탄생했지만, 그졸부들은 며칠전만 해도, 농사만 짖던 그신세에서 갑자기 신분 상승이 되여, 돈많은 부자가 됐지만, 부자의 격에 맞는 사회적 활동을 할줄 몰라, 그들 때문에 '쫄부'라는 신조어까지 탄생했었던 기억이 지금도 선명하다.
Halloween,이태원 압사사고에 대한 책임소홀로 조사를 받고있던 경찰간부가 스스로 목숨을 끊어, 사망한 뉴스가 SeoulCNN에 크게 보도되여 또한번 국민들에게 충격을 주고 있다. 자살하여죽지말고, 성실히 조사를 받고, 상황설명을 자세히 했어야 했고, 국민들의 심판을 받고, 격려를 받을것은 받고, 비난을 받을것은 받아 상황에 대처했어야 했다. 자신은 편하게 하늘나라로 여행을 하는 중이겠지만, 남은 가족들의 앞날도 깊이 생각했어야 했다.
가족들의 설명에 따르면, 금요일 낮 12시45분경 아마도 숨을 거둔것 같다는 것이다. 경찰은 이사건을 자체 조사중에 있다고 한다. 이태원사고지역을 담당하고 있는 용산경찰서를 조사관들이 들이닥친후에 뉴스보도된 것이다.
근래에 한국에서 일어난 인명피해 사고중, 가장 많은 158명이 목숨을 잃은, 어이없는, 그유례와 전통도 알지못하면서 겉만 번드르하게 흉내를 내는 축제를 하다 발생한 이번사고는, 좁은 이태원 골목길에서 얽히고 설켜 밟혀죽고 밀쳐서 죽고... 이러한 사고발생 가능성은, 매년 Halloween축제를 겪으면서 충분히 이에 대한 대책을 세웠더라면, 피할수 있는 일종의 방심한 사이에 일어난 참사였던 것으로 외신은 보도하고 있다.
이번 참사에 대한 국민들의 원성은 하늘을 찌르고도 남을 정도로 분노에 찬 외침이었다. 왜냐면 이참사가 일어나기전부터 현장에 있던 많은 젊은이들은 경찰에 전화를 해서, 사고방지책을 세워달라는 요청을 여러번 했었다는 보고와 증거가 계속 터져 나와고 있어, 더 울화통을 터지고 하고 있다. 경찰의 대응이 없었다는 뜻으로 이해되는 대목이다.
정부당국에도 비난의 목소리는 계속 이어지고 있다. 현장 목격자들의 증언에 따르면, 참사가 있던날 저녁의 이태원에서는, 경찰에 여러번 사전조치를 취해 달라는 전화가 빗발을 쳤지만, 밀려드는 사람들을 정리하기위한 경찰의 대응은 아무것도 없었다는 것이다.
지난주에 서울경찰청 관계자의 설명에 따르면, 이번사고 조사자들은 여덟곳의 사무실을 기습하여, 112 비상전화를 통해, 시민들로 부터 접수한 전화신고내용과 관련된 서류들을 압수했었다.
이번 기습작전은 경찰청이 새로 창설한 특별 조사팀에 의해 실시됐는데, 경찰청은 이번참사 지역을 담당하고 있는 용산경찰서장을, 직무태만이유로 직무정치 시켰다고, 지난주에 발표 했었다.
경찰청이 CNN에 제출한 기록에 의하면 경찰은 사고당시 전후로 11건의 전화를 이태원참사현장에 있던 시민들로 부터 받고, 실질적으로 이신고전화는 사고가 일어나기 4시간전부터 이어졌었다는 것이다.
처음신고는 6:34분 p.m으로 그내용은 "매우 위험한 상황으로 보입니다... 압사 사고가 일어날것 같습니다"였다고 한다.
2시간이 채 지나지 않아 또다른 전화가 왔었는데, 수많은 사람들이 이태원 골목길에 모여들어 밀치고 넘어지고, 사고가 심상치 않다는 내용이었다.
지난주 뉴스미디아와의 대담에서 경찰청장 윤희근은 처음으로 경찰의 상황대처에 실수가 있었음을 인정하기도 했었다.
그는 설명하기를 긴급상황전화에 대한 대응책이 미흡했음을 인정하면서, 경찰총수로서 그에 대한 엄중한 책임을 느낀다라고 했다. 바꾸어 얘기하면, 지난 5년간 뭉가정부에서 하던 버릇데로, 시간만 넘기면 된다는 Mannerism에 취해 근무를 했었다는 뜻이다. 이러한 고급공무원들의 근무사고 방식이 어찌 경찰에만 있었겠는가?
이번의 참사를 교훈삼아, 공무원 사회에 깊이 젖어있는 시간떼우기와 윗선눈치보는 못된 습관들을 이번에 확 뜯어 고쳐야 한다. 완전개혁해야 한다.
A senior South Korean police inspector who was being investigated in connection with the deadly Halloween crowd crush in Seoul has been found dead in his home.
The inspector was found lifeless by his family at around 12:45pm on Friday, according to South Korean police.
The police said they are investigating the circumstances.
The news comes after investigators raided the offices of the Yongsan district police station, which oversees the nightlife neighborhood of Itaewon, where the crush took place.
In what was one of the country’s worst disasters, 158 people died after tens of thousands of costumed partygoers celebrating Halloween poured into the popular nightlife district, many of them becoming trapped as the narrow streets clogged up.
Public anger over the disaster has mounted since it emerged that hours before the tragedy members of the public had phoned the police to warn of overcrowding problems.
Korean authorities have also come under fire after witnesses said there were little to no crowd control measures in place in Itaewon on the night of the crush – despite police receiving warnings far in advance.
Last week, the Seoul Metropolitan Police Agency said investigators raided eight of its offices and seized documents relating to reports made by members of the public to the 112 emergency hotline.
The raids were carried out by a special investigative unit created by the National Police Agency (NPA) to look into the disaster. The NPA said last week it had suspended the chief of the Yongsan police station, one of the police stations closest to the crush site.
Records given to CNN by the NPA show police received at least 11 calls from people in Itaewon concerned about the possibility of a crowd crush as early as four hours before the incident occurred.
The first call came at 6:34 p.m., when a caller warned, “It looks really dangerous … I fear people might get crushed.”
Another caller less than two hours later said there were so many people packed into Itaewon’s narrow alleys that they kept falling over and getting hurt.
Speaking to the media last week, NPA chief Yoon Hee-keun admitted for the first time that police had made mistakes in their response.
He added that the police response to the emergency calls had been “inadequate,” and that he felt a “heavy responsibility” as the agency head.
