지금 미국의 수도 Wahshington DC는 전쟁을 치르기위한 준비를 거의 완료한 느낌을 줄 정도로, 축제의 분위기는 찾아 볼수도 없고, 긴장감만, Capitol Hill과 White House를 중심으로 흐르고 있다.
이번 대통령 취임식은, 미국 역사상 처음 들어보는, 경비병력으로 경찰이 담당해 왔던 전례를 깨고, 완전무장한 군대가 전투자세로 진을 치고 치안을 담당해 온지 벌써 수일째다. 뉴스보도는 군대주둔만을 보도할뿐, 경찰병력의 존재는 거의 보여주지도, 보도하지도 않고있다. 일설에 의하면 군대주둔병력은, 주한 미군숫자보다 더 많다고 한다.
그런데 군병력이 적군과 싸우기위한 주둔군이 아니고, 미군이 미국인들을 상대로 싸우기위한 병력이라는 점에, 우리 인간사회의 복잡하고 이익집단임을, 자유민주주의 공산주의 또는 사회주의 정치집단을 구별할 필요없이, 그목적을 달성하기위해서는, 처절하게 밟아 준다는 점이다.
미국의 대통령 이 취임식은 전세계에 부러움을 보여주는, 잘사는 나라의 민주주의가 어떻게 정치적 Power를 총한방 쏘지 않고 다음 대통령에게 넘겨주는가를 지구상의 모든 인류에게 보여주는, 축제의 극치를 보여주는 장관을 연출해 왔었다. 그런데 이번 이취임식은 그반대로 보인다.
그렇타고 대통령의 취임식을 반대하는 세력이 총칼을 소유한 훈련된 군대가 아닌, 좀 과장되게 표현한다면, Cyber World에서만 볼수있는, 눈으로는 볼수없는, 일종의 Covid-19 Pandemic Virus같은 존재라서, 현재의 취임식 경비를 위한 군대의 세력이 충분한건지 아니면 그반대인지는, 다만 추측뿐이지 아무도 확실한 대답을 주지 못한, 만약의 사태를 대비한 방어작전의 한면일 뿐이라는 점이다.
79세의 고령의 나이에 대통령직을 수행하기위한, Biden이 백악관의 Oval Office의 집무책상에 앉아 첫번째 Executive Order 서류에 서명하기전에, 피곤하여 혹시라도 몸놀림이 자유롭지 않은 면을 보여줄까봐 걱정하는 많은 사람들이, 미국뿐아니고 전세계에 있다고 나는 믿는다.
왜 이런 불행한 사태가 일어났는가에 대해서는 많은 이유와 억울함과 미국 대선에서 지금까지는 보여 지지 않았었던, 불미스런 투표과정이 있었기 때문이었음을 완전 부정할수없었다는 점이다.
그런데 이런 와중에서 Biden행정부의 내각에서 같이 일하게 될 인물들이, 이또한 지금까지의 행정부에서는 한번도 본적이 없는, 백인보다는 유색인종이 훨씬 더 많이 입각했다는 점이다. Biden의 시끄러운 취임식의 이미지를 씻고, 좀더 자유스러운 미국임을 보여주기위한 제스처 일수도 있지 않을까?라는 의미도 전연 배제 하기는 힘들것 같다는 나의 생각이다.
어쨋던 앞으로 4년간의 임기를 건강하게, 그리고 계속해서 미국이 세계 최강의 부자나라임을 전세계에 보여주는 훌륭한 통치를 하시기를 빌어 드린다. 인도계통의 후손인, 부통령 Harris의 등장도 눈여겨 볼, 우리가 풀어야할 수수께끼 일것 같다. 그만큼 여건으로봐서 역활이 클것 같다는뜻이다.
중요한 포스트중 몇개를 옮겨놓으면서, 그직책을 맡게될 인물에 대한 간략한 내용도 살펴보자.
가장많은 관심을 끌게되는 국무장관은, Antony Blinken씨다. 그는 Barack Obama행정부에서 국무 부장관을 수행했을때, 이미 당시 부통령이었던 Biden과 같이 손발을 맞추었던 분이다.
재무장관은 Janet Yellen이다. 이분은 "미연방 준비제도" 위원회의 위원장으로 명성을 떨친분이다. 만약에 청문회를 무사히 통과 된다면, 미국역사상 최초의 여성 재무장관이 되는 것이다.
CIA국장으로는 William Burns씨를 지명했다. 그는 현재 국제평화를 위한 Carnegie Endowment의 회장으로 근무중인데, 그는 지난 33년간 미국의 외교분야에서 근무했던 경력의 소유자다. 그는 Barack Obama행정부에서 정치분야의 국무부차관보와 국무부차관을 했었다. 또 주러시아와 요르단 주재 미국대사를 한적도 있다.
국방부장관은 Lloyd Austin을 지명했다. 그는 4성장군 출신으로 그의 군대경력은 40년이 넘는다. 청문회를 통과하게되면, 첫번째 흑인 국방장관이 되는 신기록을 세우게 될것이다.
검찰총장에는 Merrick Garland 씨가 지명됐다. 내가알기로는 검찰총장은 법무장관 겸임이다. Garland 씨는 현재 Washington DC지역의 항소전문 순회재판소에서 판사로 근무하고 있다. 오바마 행정부때는 대법관 후보에 지명되기도 했지만, 상원통과에서 실패 하고 말았었다.
대통령 비서실장에는 Ronald Klain씨가 임명됐다. 그는,2009년, 바이든이 부통령 시절에 그의 비서실장을 했었다. 또한 그는 Al Gore부통령의 비서실장과 Clinton 행정부에서 검찰총장을 했던 Janet Reno씨의 비서실장도 했었던 행정가라고 한다.
새내각에서 근무하게될 분들의 청문회 통과를 기원하며, 건강과 직무수행에 양심과 법의 정신에 좌우로 치우침이 없이, 미국과 전세계의 평화와 번영을 위해 헌신해 줄것을 기대한다. 유색인종의 후손들이 많이 Pick up됐다는점도 특이한면이다.
앞으로 문재인좌파 정권이 청와대를 차지하고 있는 동안에 가장 많은 관계를 맺게된 국무장관, 국방장관들과의 외교가 어떻게 전개될지, 우리 한국으로서는 관심거리다.

Garland is currently a federal judge, on the D.C. Circuit Court of Appeals. He was nominated to the Supreme Court by Obama, but his nomination was never considered by the Senate, ultimately leading to President Trump appointing Justice Neil Gorsuch to fill the seat.
Secretary of the Interior: Deb Haaland
Haaland is currently a Democratic congresswoman from New Mexico. If confirmed, she will be the first Native American Cabinet secretary.
Secretary of Agriculture: Tom Vilsack
Vilsack held this position in the Obama administration from 2009-2017.
Secretary of Commerce: Gina Raimondo
Raimondo is currently the governor of Rhode Island.
Secretary of Labor: Marty Walsh
Walsh is the current mayor of Boston.
Secretary of Health and Human Services: Xavier Becerra
Becerra is the current California attorney general.
Secretary of Housing and Urban Development: Marcia Fudge
Fudge is currently a Democratic representative from Ohio.
Secretary of Transportation: Pete Buttigieg
Buttigieg is a former mayor of South Bend, Ind. He ran for president in 2020.
Secretary of Energy: Jennifer Granholm
Granholm is a former governor of Michigan.
Secretary of Education: Miguel Cardona
Cardona is currently the Connecticut commissioner of education.

Director of the Central Intelligence Agency: William Burns
Burns, a former U.S. ambassador to Russia and Jordan, was undersecretary of state for political affairs and deputy secretary of state in the Obama administration.
Administrator of the Environmental Protection Agency: Michael Regan
Regan has worked for the EPA in the past and is currently secretary of the North Carolina Department of Environmental Quality.
Director of the Office of Management and Budget: Neera Tanden
Tanden helped draft the Affordable Care Act legislation as an adviser to Health and Human Services Secretary Kathleen Sebelius.
Director of National Intelligence: Avril Haines
Haines was deputy CIA director and principal deputy national security advisor under Obama.
Administrator of the Small Business Administration: Isabel Guzman
Guzman is currently the director of California’s Office of the Small Business Advocate.
U.S. Trade Representative: Katherine Tai
Tai is the chief lawyer on trade for Democratic members of the House Ways and Means Committee.

White House Chief of Staff: Ronald Klain
Klain was Biden’s chief of staff when he became vice president in 2009. He was also chief of staff for Vice President Al Gore and Attorney General Janet Reno during the Clinton administration.

Lander was co-chair of the President’s Council of Advisors on Science and Technology during the Obama administration.
Chair of the Council of Economic Advisors: Cecilia Rouse
Rouse was on the Council of Economic Advisors during Obama's first term and was on the National Economic Council during the Clinton administration.
U.S. Ambassador to the United Nations: Linda Thomas-Greenfield
Thomas-Greenfield was ambassador to Liberia during Obama's first term. During Obama's second term she was assistant secretary for the Bureau of African Affairs. Thomas-Greenfield has also held foreign service positions in Switzerland, Pakistan, Kenya, Gambia, Nigeria and Jamaica.
U.S. Special Presidential Envoy for Climate: John Kerry
Kerry was secretary of state during Obama's second term. He was a senator representing Massachusetts from 1985 to 2013.
